This includes €200 million grants provided under the European Neighbourhood Instrument(ENI) bilateral assistance, focused on: Private Sector Development, Solid Waste management, Enhanced Democratic Governance, Renewable Energy and Energy Efficiency; the leveraging of €392 million investments on water and energy in 2016 alone via the Neighbourhood Investment Facility; €367 million grants to enhance the resilience of the country and to mitigate the spill-over effects of the Syria crisis (including €166 million of humanitarian assistance) and €380 million loans by means of two Macro Financial Assistance programmes.

Of the €740 million allocated, €150 million has been contracted. Of these €150 million contracted, €105 million has been disbursed to notably cover expenses for food, health care, accommodation and access to education.

Contracts that are concluded in breach of the standstill period or automatic suspension should therefore be considered ineffective in principle if they are combined with infringements of Directive 2004/18/EC or Directive 2004/17/EC to the extent that those infringements have affected the chances of the tenderer applying for review to obtain the contract.
Il convient dès lors que les marchés conclus en violation du délai de suspension ou de la suspension automatique soient considérés en principe comme dépourvus d’effets s’ils s’accompagnent de violations des directives 2004/18/CE ou 2004/17/CE telles qu’elles ont compromis les chances du soumissionnaire intentant un recours d’obtenir le marché.
