Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Larry Bagnell: In the matter of global warming, the thawing of the northern permafrost, and damage to infrastructure: (a) has the government conducted any studies to ascertain the level of potential damage to all government infrastructure in the Territories of Yukon, Northwest and Nunavut; (b) what is the cost associated with this damage to replace, reconstruct, or stabilize this infrastructure; (c) what is the time frame in regard to making these repairs or replacing damaged infrastructure; (d) have municipal and territorial partners been advised of the level of damage as a result of thawing permafrost; (e) have residents of the North been advised of potential hazards resulting from global warming; (f) what are the monetary costs associated with the said study; (g) when was the study conducted and by whom; (h) how is the government monitoring northern infrastructure deterioration from global warming; (i) how frequently is the infrastructure being inspected; (j) is any of the economic stimulus money earmarked for the three territories being directed to repairs or new construction of infrastructure damaged or weakened by thawing permafrost, and, if so how much; (k) what are the names of the projects, the associated costs, the location of the projects and the projected completion dates for all projects funded by earmarked money as specified in (j); and (l) given that the MacKenzie Valley pipeline is a major infrastructure project scheduled for the North, has the government applied its assessment of global warming and permafrost melting damage to this project as well, and, if so (i) what were the results, (ii) what are the government’s plans in this matter?

Urges the Council and the Commission to set up human rights subcommittees with all neighbourhood countries, and in particular with Israel, as part of the negotiations on an upgrading of the bilateral relations and in accordance with the intention expressed by both parties as a result of the Association Council on 16 June 2008; welcomes the first meeting of the subcommittee with the Palestinian Authority on 2 December 2008; reiterates its call for parliamentarians to be associated with the preparations for meetings of such subcommittees and to be informed of their outcome; points out once again that, as in the case of Tunisia, the subcommittees’ sessions might focus on establishing the durability of the subcommittee concerned and fostering trust and confidence amongst the partners; points out that the subcommittee dealing with Morocco should eventually move towards a results-oriented phase, with the establishment of concrete benchmarks and indicators of progress, as well as the possibility of raising individual cases; stresses that discussions on human rights should certainly not be confined to these subcommittees, and emphasises the importance of coordination with other subcommittees dealing with human rights-related issues, such as migration; highlights the need to include these issues in the political dialogue up to the highest level so as to enhance the coherence of the EU’s policy in this field and reduce discrepancies in statements on the human rights situation given by both sides to the press; in the context of concluding a framework agreement with Libya, welcomes the opening of the negotiations and calls on the Council and the Commission to give due attention to dialogue and cooperation on human rights;

We consider it important that the Commission and the Council undertake, firstly, to convene a meeting of the Association Council as soon as possible in order to discuss the human-rights situation and the practical consequences of the observed violations and, secondly, to initiate discussions, in the true spirit of the action plan, on a timetable of reforms in the areas already referred to, a precise timetable with deadlines for measurable results: result number one is the reform of the judicial system; in this context, we must demand the release of the lawyer Mohammed Abou and of all political prisoners in Tunisia as well as an end to the harassment of the Tunisian Magistrates’ Association; result number two is the removal of restrictions on the activities of civil society; number three is cooperation with UN mechanisms.
Il nous semble important que la Commission et le Conseil prennent l’engagement, premièrement, de réunir au plus vite un conseil d’association afin de discuter de la situation des droits de l’homme et des conséquences concrètes qu’entraînent les violations constatées et, deuxièmement, d’amorcer, dans l’esprit même du plan d’action, un calendrier de réformes sur les points qui ont déjà été évoqués, mais un calendrier précis avec des échéances pour des résultats évaluables: un, réforme du système judiciaire et, dans cet esprit, il faut demander la libération de maître Mohammed Abou et de l’ensemble des prisonniers politiques en Tunisie et que cessent les harcèlements de l’association des magistrats; deux, arrêt des entraves aux activités de la société civile; trois, coopération avec les mécanismes onusiens.

The competent authorities may allow the capital requirement for an exchange-traded future to be equal to the margin required by the exchange if they are fully satisfied that it provides an accurate measure of the risk associated with the future and that it is at least equal to the capital requirement for a future that would result from a calculation made using the method set out in this Annex or applying the internal models method described in Annex V. The competent authorities may also allow the capital requirement for an OTC derivatives contract of the type referred to in this point cleared by a clearing house recognised by them to be equal to the margin required by the clearing house if they are fully satisfied that it provides an accurate measure of the risk associated with the derivatives contract and that it is at least equal to the capital requirement for the contract in question that would result from a calculation made using the method set out in the this Annex or applying the internal models method described in Annex V.
Les autorités compétentes peuvent permettre que l'exigence de fonds propres correspondant à un contrat financier à terme négocié sur un marché boursier soit égale à la couverture requise par le marché boursier , si elles acquièrent la certitude qu'elle donne la mesure exacte du risque lié au contrat financier à terme et qu'elle est au moins égale à l'exigence de fonds propres pour un contrat financier à terme qui résulterait d'un calcul réalisé en utilisant la méthode exposée dans la présente annexe ou par application de la méthode des modèles internes décrite à l'annexe V. In its report on Albania’s ability to assure the obligations resulting from a stabilisation and association agreement with the EU, the Commission notes that ‘Albania’s European perspective should be made more concrete’ and that Albania has made substantial efforts over the last few years which have resulted in significant progress.
