Stresses that the fight against terrorism is a priority within the ISS; points out that according to Europol the terrorist threat in the EU is real, although it takes very many forms, but questions the Union’s priorities in this respect with regard to the actual origin of terrorist attacks; insists on the need to give greater priority to prevention policies alongside repressive measures; notes the need here for a closer focus on, and allocation of the corresponding financial and human resources to, targeted policing measures and information services, so that terrorist attacks can actually be prevented; recalls the importance of preventing terrorist funding and looks forward to the proposal for a framework for judicial and administrative measures such as freezing the funds of persons suspected of terrorism pursuant to Article 75 TFEU; calls on the Commission and the Member States to evaluate properly the nature and extent of the threat posed by a resurgence of violent political radicalisation; considers it crucial to develop mechanisms that permit the early detection of signs of such radicalisation, and asks the Commission and the Member States to take this on board, including with regard to prevention, within their respective areas of activity; is concerned about the increasing activity by what are generally termed ‘lone wolves’, of EU or third-country nationality, who travel to conflict areas and then return to EU territory, because they present new types of risk that cannot be addressed using normal anti-terrorist methods; encourages exchanges of good practices for the prevention of radicalisation among young people and supports the proposed EU toolbox on the subject; expects the evaluation of the Framework Decision on combating terrorism to take all these parameters into account and underlines the need to better interlink existing counter-terrorism instruments;

But, even though we can go on and condemn continuously the actions of the extremists on both sides, whether they are the official terrorists or the state terrorists or the state-sponsored terrorists, it does not get away from the ultimate fact that what is required is dialogue; what is required is understanding; what is required more than anything else is respect for all human life. The Commission has subscribed to this interpretation from the outset and considers that the solution we are working towards respects the basic structure of the Commission’s initial proposal, which is to, “define a terrorist offence on the basis of the identification of an objective factor: the terrorist act, accompanied by the identification of a subjective element: a terrorist motivation under the terms of the proposal”. This is the text currently under consideration by the Council. At the same time, the solution also provides more detail on allowing the requirements that must be met for the offence included in the positive list to be considered a terrorist offence, to be identified in legislation itself. We are, therefore, in favour of improving the definition contained in the text currently being studied by the Council.

Dealing respectively with terrorist financing prevention, consequence management and critical infrastructure protection, the documents put forward suggestions on how to enhance European prevention, preparedness and response to terrorist attacks.
Traitant respectivement de la prévention en matière de financement du terrorisme, de la gestion des conséquences et de la protection des infrastructures critiques, ces documents contiennent des suggestions sur la manière d'améliorer, au niveau européen, la prévention, la préparation et la réaction en cas d'attentats terroristes.

Furthermore, attention should be given to ensuring that the full use is made of the tools set up by two Council Decisions relevant for the fight against terrorism, namely the Decision establishing Eurojust and the Decision on the implementation of specific measures for police and judicial cooperation to combat terrorism . Under this latter instrument all Member States are required to establish national contact points responsible for collecting all relevant information concerning and resulting from national criminal investigations and prosecutions with respect to terrorist offences involving listed individuals, groups or entities, and for passing that information on to Europol and Eurojust.

It is also worth mentioning that, in the area of terrorist financing and in other areas, notably with respect to terrorist bombings and the use of other lethal weapons, and with respect to the protection of UN and associated personnel, Canada has international obligations that it must fulfil.
