4. The application shall be submitted and examined either when the third-country national concerned is residing outside the territory of the Member State to which the third-country national wishes to be admitted or when the third-country national is already residing in that Member State as holder of a valid residence permit or long-stay visa.

The Commission proposal introduces a special procedure for the issue of residence permits to third-country nationals who reside outside the Union and who apply to reside there in the framework of an intra-corporate transfer.

"aircraft operator' shall mean a natural person residing in a Member State or a legal person established in a Member State using one or more aircraft in accordance with the regulations applicable in that Member State, as provided for in Regulation (EEC) No 3922/91 , or a natural person residing outside the Community or a legal person established outside the Community using one or more aircraft in accordance with the regulations of the country of residence or establishment;

I strongly support the notion that citizens who wish to take up temporary residency outside their home country should be allowed to bring their personal motor vehicle without running into financial and administrative obstacles.
