As Vice-President Antonio Ruberti stressed on this occasion, "by encouraging young people to take an interest in science and technology, we are helping to prepare the future generations of research scientists and engineers which Europe will need to an ever greater extent".

The Presidency also noted the importance our partners attached to the following points: - the training of research staff, particularly through exchanges with European scientists, particularly under programmes such as TEMPUS and COPERNICUS, as human resources were a vital ingredient in strengthening the economic bases of these countries; - greater cooperation regarding the methodology of assessing RTD projects; - their wish to make use of PHARE programme appropriations for their RTD infrastructures, and their concern to widen such a possibility to make it easier for their research staff to take part in the 4th PCRD (framework programme for research and development). - better information on the possibilities afforded by Community programmes and more effective dissemination of the results; the role of networks and centres of excellence was stressed; - increased participation in European scientific activities on a wider basis, particularly in the EUREKA and COST networks.
La Présidence a noté, en outre, l'importance attachée par nos partenaires aux points suivants : - la formation des chercheurs, en particulier, par des échanges avec des scientifiques européens et notamment dans le cadre de programmes comme TEMPUS et COPERNICUS, le capital humain constituant une ressource majeure en vue du renforcement des bases économiques de ces pays ; - une coopération accrue concernant la méthodologie d'évaluation des projets de RDT ; - la volonté de ces pays de faire appel, pour leurs infrastructures de RDT, aux crédits provenant du programme PHARE et leur intérêt pour élargir cette possibilité pour faciliter la participation de leurs chercheurs aux programmes du 4ème PCRD ; - une meilleure information sur les possibilités offertes par les programmes communautaires et une diffusion plus efficace des résultats; le rôle des réseaux et des centres d'excellence a été souligné dans ce contexte ; - une participation accrue aux activités scientifiques européennes sur le plan plus large et notamment aux réseaux EUREKA et COST.
