IN-CONTEXT TRANSLATIONS

The objectives of this Directive, namely the introduction of a special admission procedure and the adoption of conditions of entry and residence applicable to third-country nationals for stays of more than three months in the Member States for the purposes of conducting a research project under a hosting agreement with a research organisation, cannot be sufficiently achieved by the Member States, especially as regards ensuring mobility between Member States, and can therefore be better achieved by the Community. The Community is therefore entitled to take measures in accordance with the subsidiarity principle laid down in Article 5 of the Treaty.

I can sum up the basic elements of this tool in seven points. One, it supports and helps the structures in the Member States to collate data and analyse and research the situation in all the Member States. Two, it helps us work together and develop joint social indicators, for the first time. Three, it supports the procedures used to monitor and implement national action plan programmes on employment. Four, it supports the exchange of best practices and programmes. Five, it involves all the agencies, local authorities, non-governmental organisations, governments, foundations and universities. Six – and I should like to highlight this point – it specifically involves associations of people who are the victims of poverty and exclusion and, seven, it allows us to raise public awareness of the huge problem of poverty, which cannot be dealt with simply by governments and European programmes but which needs to galvanise the whole of society into action.

I am firmly of the opinion that, rising above the problems of organisation and coordination, which cannot be avoided for they are a result of the reorganisation of the directorates-general of the Commission, it is vital to support and foster research in Europe, for research is a fundamental vector for the growth, international competitiveness and development of the Member States, particularly if we compare the situation with that of the United States and consider the negative implications of mobility problems which are driving young researchers to go to the United States rather than attempt to move within the European Union.
Je suis fermement convaincu, au-delà des problèmes d'organisation et de coordination - inévitables parce que dus à la réorganisation même des directions générales de la Commission -, qu'il est prioritaire de soutenir et de stimuler la recherche en Europe. Celle-ci est, en effet, un vecteur fondamental pour la croissance, la compétitivité internationale et le développement des pays, notamment si l'on pense à la comparaison avec les États-Unis et aux effets négatifs des difficultés relatives à la mobilité, qui poussent les jeunes chercheurs à se rendre aux États-Unis plutôt qu'à se déplacer au sein de l'Union européenne.

According to them, the Government has consulted a host of smaller organisations at the regional or even at the local level, some of which had only recently been established, as well as think tanks and research institutes closely related and supported by the Ministry of Agriculture, which cannot be considered to represent civil society.
