The cross-cutting issues will be supported by a number of horizontal support measures, including support to: enhancing the attractiveness of the research profession, including the general principles of the European Charter for Researchers, as set out in the Commission Recommendation of 11 March 2005 ; strengthening the evidence base and the development of and support for ERA (including the five ERA initiatives) and the flagship initiative "Innovation Union"; recognising top performing Horizon 2020 beneficiaries and projects in the different fields through symbolic awards; improving framework conditions in support of the flagship initiative "Innovation Union", including the principles of the Commission Recommendation on the management of intellectual property , and exploring the possibility of setting up an European Intellectual Property Rights valorisation instrument; and administration and coordination of international networks for excellent researchers and innovators, such as European Cooperation in Science and Technology (COST).

Activities shall help close the research and innovation divide in Europe by promoting synergies with the European Structural and Investment Funds (ESI Funds) and also by specific measures to unlock excellence in low performing research, development and innovation (RDI) regions, thereby widening participation in Horizon 2020 and contributing to the realisation of the ERA.

· Projet pilote REIsearch (Research Excellence Innovation Framework) - Renforcer la compétitivité de l'espace européen de la recherche en intensifiant la communication entre chercheurs, citoyens, entreprises et décideurs politiques (selon la ligne budgétaire existante 09 03 77 01,1 200 000 EUR), pour accélérer la pleine exploitation du capital intellectuel européen au bénéfice des citoyens, des entrepreneurs et des scientifiques, grâce à de nouveaux outils médiatiques et

(3) By supporting nuclear research and innovation excellence the Research and Training Programme of the Community (hereinafter the ‘Euratom Programme’) will contribute to achieving objectives of the ‘Horizon 2020’ Framework Programme for Research and Innovation established by Regulation (EU) No./.of [..] (hereinafter ‘Horizon 2020 Framework Programme’) and facilitate implementation of the Europe 2020 strategy and the creation and operation of the European Research Area; in addition, it should seek to make further use of Structural funds for nuclear research and ensure alignment of the funds with Community research priorities without compromising the principle of excellence.

(3) By supporting nuclear research and innovation excellence the Research and Training Programme of the Community (hereinafter the ‘Euratom Programme’) will contribute to achieving objectives of the ‘Horizon 2020’ Framework Programme for Research and Innovation established by Regulation (EU) No./.of [..] (hereinafter ‘Horizon 2020 Framework Programme’) and facilitate implementation of the Europe 2020 strategy and the creation and operation of the European Research Area and help to implement the Strategic Energy Technology Plan (the "SET-Plan") In addition, the Euratom Programme should seek to make further use of Structural Funds for nuclear research and ensure alignment of the funds with Community research priorities without compromising the principle of excellence.

13. Is convinced that the credibility of the Framework Programme is based on scientific quality, and therefore considers excellence the main criterion for research funding; recalls that the nature of excellence differs with the type of participant or the very nature of the research and innovation project (the excellence criterion for a research institution is not the same as for an individual researcher or for an SME, and also differs between fundamental and applied projects); stresses that technical improvement, innovation, pilot projects and market creation should be considered important criteria for industrial and applied research, where relevant;
