Its implementation has raised awareness of the European dimension of research at national level. It has stimulated a process bringing the parties involved in European research closer together and launching new cooperation initiatives and has led to the definition and adoption of a substantially redefined Framework Programme for Research.

Stresses the importance of developing, within the UfM framework, new projects focusing on education, school and university exchanges and research as ways of bringing the peoples on both sides of the Mediterranean closer together and fostering development; considers that priority should be given, with the active involvement of civil society, to the creation of a genuine Euro-Mediterranean higher education, science and research area and, in this regard:

Under the ‘Capacities’ programme, the use and development of research infrastructures should be optimised; innovative capacities of SMEs and their ability to benefit from research should be strengthened; the development of regional research-driven clusters should be supported; the research potential in the Union's convergence and outermost regions should be unlocked; science and society should be brought closer together in European society; support should be given to the coherent development of research policies at national and Community level and horizontal actions and measures in support of international cooperation should be undertaken.
Au titre du programme «Capacités», il importe d'optimiser l'utilisation et le développement d'infrastructures de recherche, de renforcer les capacités d'innovation des PME et leur aptitude à tirer profit de la recherche, de soutenir le développement de groupements régionaux axés sur la recherche, de libérer le potentiel de recherche dans les régions de convergence et les régions ultrapériphériques de l'Union, de rapprocher science et société. Il convient de soutenir l'élaboration cohérente de politiques en matière de recherche au niveau national et communautaire et de lancer des actions et des mesures horizontales en faveur de la coopération internationale.

(32) Under "Capacities", the use and development of research infrastructures should be optimised; procedures for access to the seventh Framework Programme should be simplified; the dissemination of information on the actions being carried out under the seventh Framework Programme should be promoted; innovative capacities of SMEs and their ability to benefit from research should be strengthened; the development of regional research-driven clusters with the potential to be world leaders should be supported; the research potential in the EU's convergence and outermost regions should be unlocked; science and society should be brought closer together through the integration of research and dissemination , and horizontal actions and measures in support of international co-operation should be undertaken.
(32) Sous le volet "capacités", il importe d'optimiser l'utilisation et le développement d'infrastructures de recherche, de simplifier les procédures d'accès au septième programme-cadre; de favoriser la diffusion d'information sur les actions menées par le septième programme-cadre ; de renforcer les capacités d'innovation des PME et leur aptitude à tirer profit de la recherche; de soutenir le développement de groupements régionaux axés sur la recherche ayant le potentiel de devenir des leaders mondiaux ; de libérer le potentiel de recherche dans les régions " convergence" de l'Union européenne et les régions ultra-périphériques; de rapprocher science et société par l'intégration de la recherche et de sa diffusion ; enfin, de lancer des actions et des mesures horizontales en faveur de la coopération internationale.

The action plan focuses on actions to improve the career of researchers, to bring public research and industry closer together, and to develop and exploit fully the potential of European and national public financial instruments.
Le plan d'action se concentre sur des actions destinées à améliorer la carrière des chercheurs, rapprocher la recherche publique des entreprises, et développer et exploiter pleinement le potentiel des instruments européens et nationaux de financement public.

The task forces will now focus their efforts on improving coordination of European research activities in their fields, bring European and national research closer together, and then to support demonstration projects if necessary.
Les task forces devront maintenant s'efforcer de coordonner les projets de RD européens et nationaux, puis soutenir éventuellement des projets de démonstration.
