Mr. Derek Lee (Parliamentary Secretary to Leader of the Government in the House of Commons, Lib.): Mr. Speaker, pursuant to Standing Orders 133(3) and 140 I have the honour to present the 18th report of the Standing Committee on Procedure and House Affairs regarding the first report of the examiner of petitions for private bills presented to the House on February 7 concerning Bill S-14, an act to amend the act of incorporation of the board of elders of the Canadian district of the Moravian Church in America.

Derek Lee (secrétaire parlementaire du leader du gouvernement à la Chambre des communes, Lib.): Monsieur le Président, conformément aux paragraphes 133(3) et 140 du Règlement, j'ai l'honneur de présenter le 18e rapport du Comité permanent de la procédure et des affaires de la Chambre; il porte sur le premier rapport de l'examinateur des pétitions introductives de projets de loi d'intérêt privé présenté à la Chambre le 7 février et portant sur le projet de loi S-14, Loi modifiant la Loi constituant en personne morale le Conseil des anciens de la section canadienne de l'Église morave d'Amérique.

In 1995, following an exchange of messages between the House and the Senate concerning Bill C-69, Electoral Boudaries Readjustment Act, the Standing Committee on Procedure and House Affairs expressed its serious concerns in its 108 Report to the House regarding the handling of Bill C-69 by the Senate Standing Committee on Legal and Constitutional Affairs (see Standing Committee on Procedure and House Affairs, Minutes of Proceedings and Evidence, Issue No. 54, pp. 8-9; Debates, December 8, 1995, p. 17445).
En 1995, suite à un échange de messages entre la Chambre et le Sénat relativement au projet de loi C-69, Loi sur la révision des limites des circonscriptions électorales, le Comité permanent de la procédure et des affaires de la Chambre a fait connaître, dans son 108 Rapport à la Chambre, la profonde préoccupation que lui inspirait la conduite du Sénat dans l’étude du projet de loi par le Comité sénatorial permanent des affaires juridiques et constitutionnelles (voir Comité permanent de la procédure et des affaires de la Chambre, Procès-verbaux et témoignages, fascicule n 54, p. 8-9; Débats, 8 décembre 1995, p. 17445).

48. Supports the Special Rapporteur’s report to the 69th session of the UN General Assembly on the human rights situation in Myanmar, which recognises the progress made so far while identifying remaining areas of major concern; calls on the government to mainstream human rights into the country’s institutional and legal framework and all policy areas, and to respect freedom of expression and assembly so that the people can express their views freely on government policies without fear, intimidation or harassment; expresses its concerns over the proposed legislation on the ‘protection of race and religion’, which includes four draft bills on interfaith marriage, religious conversion, monogamy and population control which do not appear to be in line with international human rights treaties;

Some hon. members: No. Mr. Speaker, I am seeking the unanimous consent of the House concerning Bill C-263, which has to do with eliminating the waiting period for employment insurance. I move: “That Bill C-263 be deemed to have been read a second time and referred to a committee of the whole, deemed considered in committee of the whole, deemed reported without amendment, deemed concurred in at report stage, and deemed read the third time and passed”.

Welcomes the proposal by the Government to draw up a comprehensive anti-discrimination bill by the end of 2002; recommends, however, that close attention be paid to the need for a targeted approach and a framework covering areas for concern highlighted in recent EU and EP reports (such as the rights of children in institutions, homosexuals and the disabled); calls for substantial progress in the implementation of the framework programme for the integration of the Roma, going beyond token gestures and in closer consultation and partnership with the population concerned;
159. se félicite de la proposition du gouvernement d'élaborer, pour la fin de l'année 2002, un projet de loi global contre les discriminations; recommande toutefois que l'on se montre très attentif à la nécessité d'une approche ciblée et d'un cadre couvrant les préoccupations soulignées dans de récents rapports de l'Union européenne et du Parlement européen (droits des enfants placés en institution, des homosexuels et des personnes handicapées); demande que des progrès substantiels soient réalisés dans la mise en œuvre du programme-cadre d'intégration des Roms, mise en œuvre qui doit aller au-delà de gestes symboliques et avoir lieu en concertation et en partenariat plus étroits avec la population concernée;

The Podestà report concerns translation and interpretation and there should be a report on buildings to indicate what commitments are needed, unlike in the past when Parliament has been faced with a fait accompli, and then had to sign up for the bill.
Le rapport Podestà porte sur la traduction et l’interprétation. De même, un rapport doit être élaboré sur les bâtiments afin d’indiquer les engagements qui sont nécessaires, à la différence de la situation observée par le passé, lorsque le Parlement a été placé devant un fait accompli et a ensuite dû accepter la facture.

21. Notes the report submitted to Parliament on appropriations carried over automatically from 1997 to 1998 and from 1998 to 1999 for which the cancellation rate was higher than 10% ; believes that a great deal of the cancellations were due to rules that need tightening (late submission of supporting documents concerning Members" language courses), inadequate planning at administrative and political level (cancellation or even overestimation of mission orders, cancellation of commission meetings at the end of the year), the late billing by the Joint Interpreting and Conference Service (JICS), over-estimates to avoid the risk of insufficient availability of appropriations etc.; asks the Committee of the Regions to take the appropriate action to remedy that situation, where appropriate in cooperation with the other institutions concerned;
