– (FR) I voted for the legislative resolution based on the report by German Member Sylvia-Yvonne Kaufmann, approving, under the consultation procedure, the initiative of a number of Member States to strengthen the European Judicial Network. The resolution first of all calls on both the Council and the Commission to give priority to any future proposal to amend the text of the initiative by using the urgent procedure, in accordance with the Lisbon Treaty once it comes into force.
– (FR) J’ai voté la résolution législative approuvant, selon la procédure de consultation, l'initiative de plusieurs États membres destinée à renforcer le Réseau judiciaire européen sur la base du rapport de ma collègue Allemande Sylvia-Yvonne Kaufmann et qui invite, tout d’abord, tant le Conseil que la Commission à traiter en priorité toute proposition ultérieure visant à modifier le texte de l’initiative dans le cadre de la procédure d'urgence, comme le prévoit le traité de Lisbonne et dès que ce dernier sera entré en vigueur.

Notes that the Portuguese Presidency followed the German initiatives under the guidelines and instructed all EU diplomatic missions in priority countries to regard the country-specific strategies adopted by COHOM on 15 June 2007 as standing instructions to be incorporated in the work of the Heads of Mission in the area of children in armed conflicts; welcomes the fact that the Presidency-in-office has also forwarded to local Presidencies the reports received by relevant NGOs regarding specific countries; welcomes the Slovenian Presidency's initiative in commissioning a study on the impact of EU measures on children affected by armed conflict; stresses in this connection the limited impact the guidelines have on children and armed conflicts, owing in particular to the fact that the majority of the Commission delegations and Member State embassies were not informed that their host country was considered a priority country for the application of these guidelines;
prend acte de ce que la présidence portugaise a suivi les initiatives allemandes à propos des lignes directrices et a demandé à toutes les missions diplomatiques de l'Union européenne dans les pays définis comme prioritaires de considérer les stratégies que le COHOM a adoptées le 15 juin 2007 comme des instructions permanentes aux chefs de mission dans chacun de ces pays pour les guider dans leur action à l'égard des enfants face aux conflits armés; se félicite que la présidence en exercice ait aussi transmis aux présidences locales les rapports reçus des ONG concernant leur pays; salue l'initiative prise par la présidence slovène de commander une étude analysant l'impact des actions menées par l'Union en faveur des enfants affectés par les conflits armés; souligne à cet égard l'impact limité qu'ont eu les lignes directrices sur les enfants et les conflits armés, notamment du fait que la majorité des délégations de la Commission et des ambassades des États membres n'étaient pas informées de ce que leur pays hôte était considéré comme prioritaire pour l'application de ces lignes directrices;
