The priorities are: continued application of open and transparent policy making with extensive use of consultation mechanisms at all levels; simplifying and consolidating all relevant (European and national) financial services rules[17]; converging standards and practices at supervisory level, while respecting political accountability and current institutional boundaries; working with Member States to improve transposition and to ensure consistent implementation; evaluation whether the existing directives and regulations are delivering the expected economic benefits and repealing measures that do not pass this test; and ensuring proper implementation and enforcement, if needed, by infringement procedures building on existing legislation and case law.

Annex I includes the key initiatives to be presented in the year ahead, which focus on concrete actions to implement the ten political priorities of the Juncker Commission and actions and initiatives that have a more forward-looking perspective, as the new Union of 27 shapes its own future for 2025 and beyond; Annex II contains other key REFIT initiatives where we will review existing legislation in the coming year; Annex III lists the priority pending legislative files where we want the co-legislators in the European Parliament and Council to take the swiftest action to deliver results for citizens; Annex IV contains a list of intended withdrawals of pending proposals; Annex V contains a list of existing legislation which the Commission intends to repeal.

European added value may take various forms: promoting the exchange of good practice at all levels (local, regional or national); underpinning the establishment of common standards and the harmonisation of standards if necessary; offering financial support to those who are in greatest need of such support; encouraging research the applications of which will make it possible to bring about improvements in mobility safety and environmental; simplifying legislation and, in some cases, repealing existing legislation or adopting new legislation.

With a view to simplifying all this legislation and covering a wider range of equipment, on 8 May 2000 the European Parliament and Council adopted Directive 2000/14/EC [30] which lays down noise provisions on noise from 57 types of outdoor equipment, including the equipment already covered by existing legislation (which is repealed by the new Directive).
