It should be built on: (a) draft document ‘SOPs for the HSC Network for the risk assessment and risk management of chemical events’ prepared by the Commission with input from the Chemical, Biological and Radio Nuclear (CBRN) Section of the Health Security Committee (HSC) and which is available as part of the outcomes of the CARRA-NET initiative; (b) input provided by the ‘Chemical and Radiation Risk Assessment Network (CARRA-NET)’ project that started in October 2010 under service contract No EAHC/2010/Health/12 for the implementation of framework contract No EAHC/2009/Health/06 Lot 2 concerning multiple framework contracts with reopening of competition on external assistance concerning activities in the area of health security ‘For establishing risk assessment networks of toxic industrial chemicals and radioactive threats and risks’ — the tender was awarded to the Health Protection Agency and the results will pave the way for establishing future networks for chemicals and radioactive threats; (c) lessons learnt from the three regional table top ‘IRIDIUM’ exercises on chemical events implemented in 2011 — the three exercises have been implemented under the specific subject ‘Chemical exercises’ under the framework contract No SANCO/C3-2007-01 (8); and (d) input provided by the initiative ‘Chemical and Radiological Inventory of Medical Countermeasures (CARIMEC)’ that was launched in December 2010 under service contract No EAHC/2010/Health/17 for the implementation of framework contract No EAHC/2009/Health/06 Lot 2 concerning multiple framework contracts with reopening of competition on external assistance concerning activities in the area of health security ‘For establishing an inventory of public health measures and medical countermeasures to respond to toxic industrial chemicals and radioactive threats and risks’. The CARIMEC initiative is carried out by the Health Protection Agency.
Cette action devrait s’appuyer; a) sur le projet de document «POS à l’intention du réseau CSS pour l’évaluation et la gestion des risques liés aux incidents chimiques», préparé par la Commission, avec la participation du groupe du comité de sécurité sanitaire (CSS) chargé des risques chimiques, biologiques, radiologiques et nucléaires (CBRN), dans le contexte de l’initiative CARRA-NET; b) sur les résultats du projet CARRA-NET (Chemical and Radiation Risk Assessment Network — ) lancé en octobre 2010 au titre du marché de services no EAHC/2010/Health/12 conclu en application du contrat-cadre no EAHC/2009/Health/06, lot 2, relatif à la conclusion de contrats-cadres multiples avec remise en concurrence concernant l’aide extérieure pour les activités menées dans le secteur de la sécurité sanitaire pour la «création de réseaux pour l’évaluation des risques liés aux produits chimiques industriels toxiques et aux menaces de nature radioactive» — ce marché, attribué à la Health Protection Agency, posera les jalons de la mise en place future de réseaux en matière de menaces chimiques et radioactives; c) sur les enseignements tirés des trois simulations théoriques d’incidents chimiques à l’échelle régionale menées en 2011 («IRIDIUM» — ces simulations ont été réalisées dans le contexte du volet «incidents chimiques» du contrat-cadre no SANCO/C3-2007-01 (8)); et d), sur les résultats du projet CARIMEC (Chemical and Radiological Inventory of Medical Countermeasures), lancé en décembre 2010 dans le cadre du marché de services no EAHC/2010/Health/17 conclu en application du contrat-cadre no EAHC/2009/Health/06, lot 2, susmentionné, et mené par la Health Protection Agency.

Within the EU the situation is very diverse: Bulgaria, France, Slovakia and Finland have decided to build new nuclear reactors; several countries have reopened the debate on the possibility of extending operation of existing plants or replacing them (the Netherlands, Poland, Sweden, Lithuania (‘Baltic States’ project) and the United Kingdom amongst others); finally, Belgium, Germany and Spain have gone down the route of gradually abandoning or limiting nuclear power.

Nonetheless, in certain cases, the domestic authorities might prefer to conclude a binding agreement to ensure legal certainty and to avoid the reopening of a debate.

The Court may at any time, after hearing the Advocate General, order the opening or reopening of the oral part of the procedure, in particular if it considers that it lacks sufficient information or where a party has, after the close of that part of the procedure, submitted a new fact which is of such a nature as to be a decisive factor for the decision of the Court, or where the case must be decided on the basis of an argument which has not been debated between the parties or the interested persons referred to in Article 23 of the Statute.
