This problem first arose a very long time ago when, around 1600, a renowned jurist, Hugo Grotius, wrote a book entitled ‘Mare liberum’, in which he advocated the principle of the freedom to navigate the seas, which later became a principle of international law.
Ce problème s’est déjà posé en des temps fort reculés, vers l’an 1600, lorsqu’un célèbre juriste, Grotius, a écrit un livre intitulé : "Mare liberum". Il y défendait le principe de la libre navigation sur les mers, principe qui a été ensuite transformé en principe de droit international.
