Chief Government Whip argued that the recommendations contained in the seventh report of the Standing Committee on Access to Information, Privacy and Ethics, which seeks to amend the Conflict of Interest Code for Members of the House of Commons, went beyond the mandate of the committee and therefore should be ruled inadmissible.
