In view of the need to relieve prison overcrowding and to find alternatives to prison, the Council of Europe, in its Resolution (76) 10 on certain alternative penal measures to imprisonment, advocated community service as a way "for the community to contribute actively to the rehabilitation of the offender by accepting his cooperation in voluntary work".
En vertu de la nécessité de réduire la surpopulation carcérale et de trouver des alternatives à l'emprisonnement, le Conseil de l'Europe, dans sa Résolution (76) 10 sur certaines mesures pénales de substitution aux peines privatives de liberté, a recommandé le travail d'intérêt général "pour contribuer activement à la réhabilitation du délinquant par l'acceptation de sa coopération dans un travail volontaire".
