In an effort to guarantee real chances of success, the discussions on the relaunching of the reform of the Treaties were initially held bilaterally, between the Presidency and each of the Member States.

As the meeting agenda was fairly extensive, the first part focused on the main challenges facing Europe in an uncertain climate. As mentioned by group president Mario Sepi in the introduction to his speech, this uncertainty results from unfamiliarity with the new Commission's programme, an unpredictable ratification process for the Constitutional Treaty and even the degeneration of industrial relations in many countries, caused by employers' erosion of workers' entitlements, often with the complicity of the State. Mr Sepi emphasised that these aspects were interlinked, because "the choices made for relaunching the Lisbon Strategy will certainly have an impact on the way Europe is seen by the millions of citizens called to vote on the constitution". Mr Sepi concluded his speech by recalling the three main priorities for the future of Europe and its model: the mid-term review of the Lisbon Strategy "striking a balance with each side of its equilateral triangle, that is, the economic, social and environmental aspects"; the Stability and Growth Pact, "which must be reviewed not only in terms of economic flexibility but also in terms of quality of expenditure"; the EU's financial perspectives, which must (as G. Dassis' opinion made clear) take account of the cohesion objectives if we are to determine the financial resources needed to realise our ambitions.

Sepi a rappelé les trois axes sur lesquels se joue le futur de l’Europe et de son modèle: la révision à mi-parcours de la Stratégie de Lisbonne « dans l’équilibre des trois côtés de son triangle équilatéral : l’économique, le social et l’environnemental ; le Pacte de Stabilité et de Croissance, «à réviser non seulement en termes de flexibilité conjoncturelle, mais également en terme de qualité de dépenses»; les perspectives financières de l’UE, par rapport auxquelles– comme l’avis de G. Dassis l’a bien précisé – on doit partir des objectifs de cohésion si on veut comprendre quels moyens financiers sont nécessaires pour être à la hauteur des ambitions!

The purpose of this Communication, which is in line with Article 140 of the EC Treaty, is to promote financial participation across the EU by relaunching a Community wide debate there on, improving knowledge on various schemes and suggesting some actions which should be undertaken at all levels for the intensification of the relevant efforts.

Having regard to the Treaty establishing the European Economic Community, 2. Whereas it is necessary for the effective working of the internal market, established since 1 January 1993, that all involved parties including individual consumers have confidence in the operation of that market and fully benefit from it; 3. Whereas in its Resolution of 9 November 1989 on future priorities for relaunching consumer protection policy (1)OJ the Council, in line with its Resolutions of 14 April 1975 and 19 May 1981, set as a priority inter alia seeking a Community framework for providing information on products by means of labelling; 4. Whereas the Council Resolution of 13 July 1992 on future priorities for the development of consumer protection policy (2)OJ underlines the need to secure consumer confidence in the operation of the single market and to ensure the consumer's freedom to choose from a diverse range of goods and services by improved information and transparency; whereas that Resolution calls for further measures in the areas of transparency and information inter alia with regard to further harmonization of labelling; 5. Whereas various recent studies show that consumers set a high value on information by labelling and a large majority consider it necessary that the same kind of information on specific products be provided in all Member States; 6. Whereas legislation already adopted by Council has established detailed labelling requirements for certain products while for other products requirements are insufficient or even lacking; 7. Whereas disparity of existing national legislation on labelling risks creating barriers to trade within the Community and thereby impeding the operation of the internal market, REAFFIRMS that labelling is one important means to achieve better information and transparency for the consumer and to ensure the smooth operation of the internal market.
