Over a period of 24 years, from 1970 to 1994, there has been a relative decline in family allowances by comparison with other social allowances: from 20% to 8% in Belgium; from 17% to 13% in Ireland; from 17% to 9.6% in France; from 14% to 5% in the Netherlands and from 13% to 3.6% in Italy.
