Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). For the purposes of this Article, the country in which the risk is situated shall be determined in accordance with Article 2(d) of the Second Council Directive 88/357/EEC of 22 June 1988 on the coordination of laws, regulations and administrative provisions relating to direct insurance other than life assurance and laying down provisions to facilitate the effective exercise of freedom to provide services and, in the case of life assurance, the country in which the risk is situated shall be the country of the commitment within the meaning of Article 1(1)(g) of Directive 2002/83/EC.

On the other hand though, the proposal to produce annual reports on the European Union’s relations with Macao, which has been put forward by the Commission and which should also be welcomed, should not preclude the European Parliament itself from paying the closest attention to the matter, particularly by following its development from 20 December. It could do this by broadening the exchange of information and interinstitutional cooperation in this area, by creating its own interconnecting contact group, by analysing and debating the periodical reports that are presented to it, in short, by studying the development of all aspects of Macao’s overall situation. This should be done in view of the transformations in international relations in the Far East and in view of the changes due to take place in this area, not forgetting the new situations which will eventually result from China’s entry into the WTO and by the development and/or qualitative change in its relationship with the United States of America.
