Following the confirmation of the German authorities that the 2004 deficit will exceed the 3 per cent ceiling, the Commission made recommendations to decide that inadequate action has been taken and to allow, in light of the weak economy, to bring the government deficit below 3 per cent of GDP in 2005, which were rejected by the Council.

Therefore the recommendation which we in the European Union must make, and which we are proposing in this resolution, combines two considerations: on the one hand, a firm rejection of reaching an association agreement at this time since that would imply a legitimisation of the current authoritarian regime and would hinder the establishment of democracy, and, on the other, an increase in initiatives which send a clear signal of cooperation and solidarity – with the victims of Chernobyl, for example – or coming closer in social, cultural and trade union terms which will allow democracy to be restored.

I believe it would have been more just of the European Parliament in this situation to have shown its dissatisfaction unambiguously by recommending the complete rejection of the Commission’s proposal. In this way, the Commission would have been able to return with a new proposal which would have genuinely increased the chances of fighting terrorism, would have been based on legal principles and would have ruled out any suspicion that the proposal is one-sidedly directed against the Arabic/Muslim world.
J'estime que le Parlement aurait mieux fait, dans cette situation, d'exprimer clairement son mécontentement en rejetant intégralement la proposition de la Commission, pour que celle-ci puisse présenter une nouvelle proposition qui renforce réellement les possibilités de lutte contre le terrorisme, qui se fonde sur les principes de l'État de droit et qui exclue tout soupçon selon lequel la proposition pourrait être dirigée uniquement contre le monde arabo-musulman.

Unfortunately, however, this proposal – the Portuguese initiative – will create a number of problems because it does not really tie in with the other Schengen rules. Since, moreover, the situation is such that, in a very short time – in April, if I have understood correctly – the Commission is to come up with an initiative tackling all the problems surrounding the freedom to travel within the territory of the Member States, and since the Commission also shares my concern about the problems which the report will create, I very warmly recommend a vote in favour of my report and, thus, the rejection of the Portuguese initiative in favour of the later initiative to be produced by the Commission.
La présente proposition - l'initiative portugaise - engendrera malheureusement un certain nombre de problèmes, car elle manque de cohérence par rapport aux autres règles de Schengen et étant donné que la Commission présentera dans peu de temps - en avril, si j'ai bien compris - une initiative visant à aborder l'ensemble de la problématique liée à la liberté de circulation dans les États membres et vu que la Commission partage également mon inquiétude à l'égard des problèmes qu'engendrera le rapport, je vous recommande vivement de voter pour mon rapport et de rejeter ainsi l'initiative portugaise au profit de la prochaine initiative, qui sera présentée par la Commission.
