The system of government must also be able to reinvent itself accordingly, becoming collaborative rather than restrictive. For some time I have been convinced that in our day-to-day lives the primary role of the State is to function as a referee, not an owner, of economic life. Of course, refereeing cannot be confined to dictating the rules of the game and making sure that the players obey them, regulating acceptable behaviour and prohibiting wrongdoing.
