I am pleased that the rapporteur supports the decision to reinforce the democratic legitimacy of the Union for the Mediterranean by enhancing the role of the Euro-Mediterranean Parliamentary Assembly. This is because I firmly believe that establishing a serious, lasting partnership ought to go beyond the scope of mere economic cooperation and financial support – although these are undoubtedly important – and should enable the objectives of peace and institutional stability, as well as prosperity and economic growth, to be achieved.
Je suis heureux que le rapporteur soutienne la décision de renforcer la légitimité démocratique de l’Union pour la Méditerranée par le renforcement du rôle de l’Assemblée parlementaire euro-méditerranéenne, et ce parce que je crois fermement que la création d’un partenariat sérieux et durable devrait aller au-delà de la simple coopération économique et du simple soutien financier - qui sont sans aucun doute importants - et devrait permettre de réaliser les objectifs de paix et de stabilité institutionnelle, et de parvenir à la prospérité économique et à la croissance.

On 12 April 2005, the European Commission unveiled a wide-ranging work programme to reinforce the Euro-Mediterranean Partnership over the next five years.

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.

I had the honour of being the leader of the European Parliament delegation, and I have to say that the debate at the Conference was fierce and there were some very difficult moments, but the agreement on the action plan and – called for, of course, by the European Parliament – the endorsement of the idea of the Euro-Mediterranean Parliamentary Assembly and the Foundation for intercultural dialogue are certainly achievements: on the basis of all this, we can say that, despite the tragic situation in the Middle East, it may well be possible for things to go a little better after Valencia. In any case, the foundations have been laid for reinvigoration of the cooperation process in the Mediterranean region.
J'ai eu l'honneur de conduire la délégation du Parlement européen et je dois dire que la conférence a été le lieu d'un débat intense, par moments très difficile, mais l'adhésion au programme d'action et - le Parlement européen le souligne évidemment - l'approbation de l'idée de l'Assemblée parlementaire et de la Fondation pour le dialogue interculturel constituent certainement des victoires. Tout cela nous incite à dire que, malgré la situation tragique au Proche-Orient, il se pourrait qu'après Valence les choses aillent un peu mieux. On y a toutefois jeté les bases de la relance du processus de coopération dans le bassin méditerranéen.

The Commission's Communications to prepare the meetings of Euro-Mediterranean Foreign Ministers in Marseilles of 15-16 November 2000 [2] and Valencia of 22-23 April 2002 [3], as well as the resulting Conclusions and the Action Plan [4] agreed at Valencia by all participants, reaffirm these joint commitments and point to a need and a will to reinforce efforts in the area of promotion of Human Rights.
