The report concludes that the application of Regulation (EC) No 1348/2000 has generally improved and expedited the transmission and the service of documents between Member States since its entry into force in 2001, but that nevertheless the application of certain provisions is not fully satisfactory.

Based on the information provided by Member States and other interested parties on various occasions and by the Study, the Commission draws the following conclusions concerning the application of Regulation 1348/2000 since its entry into force in 2001:

(3) In accordance with Regulation (EC) No 1348/2000, Commission Decision 2001/781/EC of 25 September 2001 adopting a manual of receiving agencies and a glossary of documents that may be served under Council Regulation (EC) No 1348/2000 on the service in the Member States of judicial and extrajudicial documents in civil or commercial matters(2) has been published in the Official Journal of the European Communities.
(3) Conformément au règlement (CE) n° 1348/2000, la décision 2001/781/CE de la Commission du 25 septembre 2001 établissant un manuel d'entités requises et un répertoire des actes susceptibles d'être notifiés ou signifiés, en application du règlement (CE) n° 1348/2000 du Conseil relatif à la signification et à la notification dans les États membres des actes judiciaires et extrajudiciaires en matière civile et commerciale(2) a été publiée au Journal officiel des Communautés européennes.

Since the entry into force of Regulation (EC) 1348/2000 on 31 May 2001, the Commission has sought to receive as much information as possible about the application of the Regulation.
