Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The relevant NCB or, where group data is reported to the ECB pursuant to Article 3a(5), the ECB, after consulting the relevant NCB, may grant derogations from the reporting requirements under this Regulation if the actual reporting agents report the same data under: (a) Regulation (EU) No 1071/2013 of the European Central Bank (ECB/2013/33) (*1); (b) Regulation (EU) No 1073/2013 (ECB/2013/38); (c) Regulation (EU) No 1075/2013 (ECB/2013/40); or (d) Regulation (EU) No 1374/2014 (ECB/2014/50); or if the relevant NCB or the ECB, as applicable, are able to derive the same data by other means, in accordance with the minimum statistical standards specified in Annex III.

For those subjects referred to in Annex I to Regulation (EU) No 167/2013 whose approvals have been granted in accordance with Directive 97/68/EC, Regulation (EC) No 595/2009 or the UNECE regulations referred to in Article 49 of Regulation (EU) No 167/2013 (UNECE approvals), or are based on complete test reports issued on the basis of the OECD standard Codes as an alternative to the test reports drawn up under that Regulation and the delegated acts adopted pursuant to it, the manufacturer shall supply the information required in point 5 only if it is not already provided in the correspondent approval certificate and/or test report.

3. Member States shall compile a report on the application of this Regulation in respect of each whole or part calendar year during which this Regulation applies, in the form laid down in Annex II. This report may be integrated into the annual report to be submitted by Member States pursuant to Article 21(1) of Council Regulation (EC) No 659/1999 (21), and shall be submitted by 30 June of the year following the calendar year covered by the report.
3. Ce rapport peut être inséré dans le rapport annuel à communiquer par les États membres en application de l'article 21, paragraphe 1, du règlement (CE) no 659/1999 du Conseil (21) et est présenté avant le 30 juin de l'année suivant l'année civile à laquelle il se rapporte.
