(27) In order to ensure that the necessary rules for the proper functioning of the identification, registration and traceability of bovine animals and of beef are applied, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the requirements for alternative means of identification of bovine animals; the special circumstances in which Member States are to be permitted to extend the maximum periods for the application of the means of identification; data to be exchanged between the computerised databases of the Member States; the maximum period for certain reporting obligations; the requirements for the means of identification; the addition of means of identification to the list set out in Annex -I; the rules concerning the information from the computerised database to be included in the animal passports and in the individual registers to be kept on each holding; the identification and registration of movements of bovine animals when put out to seasonal grazing including transhumance ; rules for labelling certain products which should be equivalent to the rules laid down in Regulation (EC) No 1760/2000; the labelling provisions relating to a simplified presentation of the indication of origin for cases of very short stay of an animal in the Member State or third country of birth or of slaughter; and the definitions and requirements applicable to terms or categories of terms that may be put on the labels of pre-packed fresh and frozen beef and veal .
(27) Afin de garantir l’application des règles nécessaires au bon fonctionnement de l’identification, de l’enregistrement et de la traçabilité des bovins et de la viande bovine, il convient de déléguer à la Commission le pouvoir d'adopter des actes délégués conformément à l’article 290 du traité sur le fonctionnement de l'Union européenne, en ce qui concerne les exigences relatives à des moyens alternatifs pour l'identification des bovins, les circonstances particulières dans lesquelles les États membres sont autorisés à prolonger le délai maximal prévu pour l’application des moyens d’identification, les données à échanger entre les bases de données informatisées des États membres, le délai maximal prévu pour certaines obligations de notification, les exigences applicables aux moyens d’identification, l'ajout de moyens d'identification à la liste figurant à l'annexe -I, les règles concernant les informations provenant des bases de données informatisées qui doivent figurer dans les passeports des animaux et dans les registres individuels qui doivent être tenus dans chaque exploitation, l’identification et l’enregistrement des mouvements de bovins mis à pâturer à titre saisonnier, y compris lors d'une transhumance , les règles d’étiquetage de certains produits, lesquelles devraient être équivalentes à celles fixées dans le règlement (CE) n° 1760/2000, les dispositions régissant l’étiquetage relatives à une présentation simplifiée de l’indication de l’origine dans les cas où l'animal n'est présent que très brièvement dans l'État membre ou le pays tiers de naissance ou d'abattage, ainsi que les définitions et les exigences applicables aux termes ou catégories de termes pouvant figurer sur les étiquettes de viande de bœuf ou de veau préemballée, fraîche ou congelée .
