A partnership involving 8 regions led by Noord-Brabant (NL), Flanders (BE) and Norte (PT) will develop joint projects in the field of 3D printing; A group of 9 regions led by Flanders (BE) will work together in the bio-economy sector; Bretagne (FR), together with 3 regions and Estonia, will focus on cybersecurity; Lombardia (IT) and 7 other regions have chosen the circular economy, and more specifically de- and re-manufacturing, as their speciality; Toscana (IT), 21 other regions and Estonia will dedicate common efforts to develop new solutions in high-tech farming; Scotland (UK) and País Vasco (ES) are coordinating a group of 16 regions for joint projects in the field of marine renewable energy. The Norwegian region of Sogn og Fjordane is also associated. Andalucía (ES) and 5 other regions have defined sustainable buildings as their thematic priority; Andalucía (ES) and Emilia-Romagna (IT) lead a group of 9 regions who will come up with innovative projects in the fields of traceability and big data in agri-food.

1. Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;
1. invite l'Union et ses États membres à s'attaquer aux causes profondes de la détérioration rapide de la situation dans la région MOAN par une démarche complète et ambitieuse; soutient la campagne menée au niveau international contre le groupe "État islamique" et salue l'engagement des partenaires de la coalition à collaborer selon une stratégie commune; se félicite, notamment, de la participation de certains États membres de l'Union à la coalition internationale contre le groupe "État islamique", tant sous forme de frappes militaires que de participation logistique, financière et humanitaire; demande toutefois l'accroissement de la mobilisation dans tous les domaines et souligne la nécessité de mieux coordonner les actions entreprises; observe que ces actions pourraient utilement être coordonnées sous l'égide de l'Union, si nécessaire dans le cadre d'une opération relevant de la politique de sécurité et de défense commune (PSDC), et demande à l'Union, à cet effet, de mettre en place des capacités opérationnelles suffisantes et une véritable défense européenne commune; souligne néanmoins que la lutte contre Daech, le Front Al-Nosra et les autres groupes terroristes doit trouver une réponse sur mesure, adaptée en fonction des particularités politiques et régionales; invite l'Union à jouer le rôle de médiateur principal dans le dialogue régional et à y associer toutes les parties concernées, y compris la LEA, l'Arabie saoudite, l'Égypte, la Turquie et l'Iran; rappelle qu'il est essentiel de répondre aux demandes légitimes des populations locales, notamment exprimées lors du printemps arabe de 2011, afin d'assurer la stabilité à long terme de la région; relève l'annonce récente par la Ligue arabe de la formation d'une unité de réponse rapide opérationnelle, particulièrement axée sur la lutte contre le groupe "État islamique" et d'autres groupes terroristes émergents;

L. whereas territorial excellence brandings can contribute to the resilience and development of territorial economies, particularly in the most vulnerable regions, mountain regions and the outermost regions, by coordinating sets of high-quality goods (food and non-food) and services which are inextricably interlinked and which embody the specific characteristics of each territory and in particular its heritage (historical, cultural, geographical, etc); whereas assembled together within sets these goods and services are unique and generate revenue at territorial level opening up new opportunities on local and international markets and may also act as an ‘umbrella’ for promoting regions as tourist destinations; whereas the aim of these territorial brandings is to identify those territories that have worked together to create common partnerships and synergies in order to exploit their resources in the long term, encourage local/regional producers and stimulate their economies, which is vital to quality of life in the countryside and a balanced development of rural and urban areas; whereas they should not be confused with the quality labels (protected designation of origin (PDO), protected geographical indication (PGI) and Traditional Specialities Guaranteed (TSG)) used for food products, with which far from being incompatible they are on the contrary fully complementary; whereas they should contribute to the promotion of these schemes both within and outside the EU and help to improve the competitiveness of rural economies whilst at the same time opening up employment opportunities;
L. considérant que les marques d'excellence territoriales peuvent contribuer à renforcer et développer les économies territoriales, en particulier dans les zones les plus fragiles, dans les régions de montagne et les régions ultrapériphériques, en coordonnant des ensembles de biens (alimentaires et non alimentaires) et de services de qualité indissolublement liés les uns aux autres, foncièrement ancrés dans les spécificités de chaque territoire et notamment leur patrimoine (historique, culturel, géographique etc.); considérant que réunis entre eux au sein de paniers, ces biens et services sont non substituables, et sont créateurs de rentes territoriales offrant de nouvelles opportunités économiques sur les marchés de proximité et internationaux ou à travers la promotion des régions en tant que destinations touristiques; considérant que ces marques territoriales visent aussi à identifier les territoires qui se sont bien organisés pour créer des solidarités et des synergies entre leurs acteurs afin de valoriser durablement leurs ressources et dynamiser leur économie, gage indispensable à la viabilité des campagnes et à un développement équilibré entre les zones rurales et urbaines; considérant qu'elles ne doivent pas être confondues avec les signes de qualité accolés aux produits alimentaires (les appellations d'origine protégée (AOP), les indications géographiques protégées (IGP) et les spécialités traditionnelles garanties (STG)) et avec lesquels il n'existe aucune incompatibilité mais bien au contraire une totale complémentarité; considérant qu'elles doivent participer à leur promotion aussi bien dans l'Union qu'en dehors de ses frontières, et contribuer à améliorer la compétitivité des économies rurales tout en offrant de nouvelles possibilités d'emploi;

We need to strengthen the regional approach and encourage these countries to work together more to deal with the common challenges they face. We also need to expand the range of policies at the EU’s disposal and integrate them as much as possible, in the areas of development, security, strengthening institutional structures, customs, the courts and the police.
Il faut renforcer l’approche régionale pour amener ces pays à mieux coopérer face à des défis communs et il faut élargir et intégrer au maximum l’éventail des politiques que l’Union peut mobiliser, du développement à la sécurité, en passant par le renforcement des structures institutionnelles, les douanes, la justice, la police.
