Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

With this Communication, the Commission is submitting to the Council, the European Parliament, the Economic and Social Committee and the Committee of the Regions (for information) the Fifth Report on the application of Directive 89/552/EEC,[1] as amended by Directive 97/36/EC,[2] “Television without Frontiers” (referred to below as “the Directive”).

6. Considers that, if the registration system is made compulsory, all lobbyists should be treated equally and the definition of lobbyist should cover not only professional lobbying firms and their PR consultants but also industry in-house employees, sectoral umbrella organisations, think tanks, NGO representatives, government/regional authorities and lawyers acting as lobbyists; is of the opinion that lobbying should be understood in the broadest sense of the term, including, inter alia, influencing political decision-making without seeking to get elected and with or without direct economic gain, so that voluntary lobbyists too should register under the compulsory system;

Endorses the concerns voiced by many local authorities in response to the interpretation of the rulings of the Court of Justice in the field of urban development; firmly believes that the operationally and legally strict application of public procurement rules might hinder urban development; calls on the Commission to draw up, in close cooperation with Parliament, the Council and regional and local authorities, the corresponding public procurement rules with sufficient clarity to enable contracting authorities clearly to identify which public works contracts and concessions are subject to the procurement rules and thus distinguish between such contracts and concessions and urban development projects which are not subject to those rules, so that land agreements can be facilitated between the public and private sector without the unnecessary requirement of having to issue a call for tenders and without jeopardising the powers and right of local authorities to decide how they want to develop their territory; awaits with great interest the judgment of the Court of Justice in Case C-451/08; endorses the view of the Advocate-General of the Court of Justice delivered on 17 November 2009 in Case C-451/08: ‘These broad and ambitious aims must be borne in mind when interpreting the Directive but it should not be assumed that, by appealing to the purpose of the measure, its scope can be extended indefinitely’ (paragraph 35); otherwise there is the risk ‘that all town planning activities are subject to the Directive since, by definition, provisions on the possible execution of building works substantially alter the value of the land in question’.

19. Notes that the Green Paper acknowledges the great development challenges of three particular types of regions with specific geographical features: mountainous regions, island regions and sparsely populated regions; without diminishing the significant role that territorial cohesion can play in addressing the problems of those regions, expresses the view that territorial cohesion should not be a policy exclusively directed towards regions with geographical handicaps; considers, however, that special consideration should be given on how to offset their handicaps and enable them to convert regional potential into assets and real opportunities and stimulate development, which is vital for the European Union as a whole;

Without prejudice to paragraph 2, if a person has been apprehended in the border region (including airports) of the Requesting State after illegally crossing the border coming directly from the territory of the Requested State, the Requesting State may submit a readmission application within 2 days following that person’s apprehension (accelerated procedure).
