45 (1) When a planning commission established for a planning region under a final agreement notifies the executive committee and designated offices that it is preparing a regional land use plan pursuant to the final agreement, the executive committee and each designated office whose assessment district includes any part of the planning region shall provide the planning commission with the information in its possession about every project in the planning region for which an assessment is pending.

44 (1) If a regional land use plan is in effect in a planning region established under a final agreement, a designated office, the executive committee or a panel of the Board shall, when conducting an assessment of a project proposed in the planning region, request the planning commission established under the final agreement to advise it as to whether the project is in conformity with the regional land use plan, unless such a request has already been made in relation to the project.

It was agreed that efficient planning of public investment in the transport sector hinges on the development of four main building blocks: the establishment of a Core Regional Transport Network as a jointly agreed reference for planning investment of regional relevance; a process to prioritise investments of regional importance and which are financially affordable and suitable for international financing; a commitment to policy reforms, notably to improve sector management and address cross border issues; and the establishment of an institutional framework to coordinate efficiently among the countries of the region.

However, a limited number of differences will remain, as Phare and the Structural Funds are still quite different in their objectives and procedures.The participation of candidate countries in INTERREG III B will strengthen co-operation between them and Member States, and of their regions - including border regions - on regional development and land-use planning; co-operation may cover the provision of information for national, regional or local authorities on regional and land-use planning policy, and, where appropriate, the provision of assistance for the formulation of such policy.

2. The plans relating to the regions designated under objective 1 shall, as a general rule, cover one region at NUTS level II. However, pursuant to the second subparagraph of Article 8 (4) of Regulation (EEC) No 2052/88, Member States may submit a plan for more than one of their regions included in the list referred to in paragraph 2 of that Article, provided that the plan comprises the features listed in the first subparagraph of the said paragraph 4.
