2. In the Hague Programme of 4-5 November 2004, the European Council acknowledged the need for the EU to contribute, in a spirit of shared responsibility to a more accessible, equitable and effective international protection system in partnership with third countries and to provide access to protection and durable solutions at the earliest possible stage. A distinction was drawn between the differing needs of countries in regions of transit and countries in regions of origin. Countries in regions of origin and transit will be encouraged in their efforts to strengthen their capacity for the protection of refugees. On countries and regions of origin, the European Council further invited the Commission to develop EU Regional Protection Programmes in partnership with the third countries concerned and in close consultation and cooperation with UNHCR. These programmes should build on experience gained in pilot protection programmes to be launched before the end of 2005. These programmes will incorporate a variety of relevant instruments, primarily focused on capacity building, and include a joint resettlement programme for those Member States which may be ready to participate in such a programme on a voluntary basis. With regard to countries of transit, the European Council emphasised the need for intensified cooperation and capacity building, both on the southern and eastern borders of the EU to enable those countries better to manage migration and to provide adequate protection for refugees.
2. Dans le programme de La Haye des 4 et 5 novembre 2004, le Conseil européen a reconnu que l'UE devait contribuer, dans un esprit de responsabilité partagée, à la mise en place d'un régime de protection internationale plus accessible, équitable et efficace, en partenariat avec les pays tiers, et permettre l'accès à la protection et à des solutions durables au stade le plus précoce. Une distinction est établie entre les besoins différents des pays dans des régions de transit et les pays dans des régions d’origine. Les efforts déployés par les pays situés dans les régions d'origine et de transit pour renforcer leurs capacités en matière de protection des réfugiés seront encouragés. The first section gives the wider policy background to the Communication; the second focuses on the possible content of the pilot Regional Protection Programmes; the third examines the selection of geographic areas for the application of the pilot Regional Protection Programmes and how this approach can be embedded in Community policy towards the countries and regions concerned; the fourth and fifth sections deal with the specific regions to which the first two pilot Regional Protection Programmes could apply; the last sections address how the pilot Regional Protection Programmes should be evaluated and sustainability assured and the steps to be taken next.

Now, whether it is in the Mackenzie Valley around Fort McPherson or it's in Newfoundland, where there is a very unique culture to be protected and there is a unique environment to be protected, or it's in Quebec, where a language and a distinct culture are to be protected, each one of these regions of Canada and these subgroups who live in the region and culture have a responsibility to protect, to look after, shall we say, the health of that culture and that region.

Regional Protection Programmes are designed to enhance the protection capacity of the regions involved - both regions of origin and transit regions alike - and to improve refugee protection through durable solutions (return, local integration or resettlement in a third country).

Whilst acknowledging that the EU itself forms a source region for asylum seekers coming from Europe or the wider periphery of Europe, it is vital that other, less developed, source regions are assisted in offering protection to those in need of it as protection in the region is, in principle, the logical and preferred protection modality: it offers protection to persons in need of international protection, as closely as possible to their needs, and at an earlier stage, than protection enjoyed in the EU.
Même s'il faut reconnaître que l'UE constitue en soi une région voisine de pays d'où sont issus les flux de réfugiés, pour ce qui est des demandeurs d'asile en provenance d'Europe ou des régions périphériques de l'Europe, il est primordial d'aider d'autres régions moins développées, voisines des pays de provenance des flux de réfugiés, à offrir une protection aux personnes qui en ont besoin puisque la protection dans la région même est, par principe, la solution logique et préférable à toute autre: cette solution offre en effet aux personnes ayant besoin d'une protection internationale une protection correspondant, autant que faire se peut, à leurs besoins et ce, à un stade plus précoce que celle dont elles bénéficient dans l'UE.
