The absence of a link between the CAP and environmental policy was criticised, while the integration of environmental considerations into regional development policy was widely welcomed, as was the incorporation into the latter of investment in RD infrastructure, considered especially important in Objective 1 regions.

The Commission encourages Member States (including relevant national and regional authorities) to: · work towards better alignment and synergies of their funding instruments with EU funding initiatives; this includes their research and innovation programmes, in particular in connection with relevant Joint Programming Initiatives and AAL; · make effective use of Structural Funds, in line with the Partnership priorities, as appropriate, in particular with a view to: – enhancing the use, quality, interoperability of and access to ICT including e-health, and strengthening research, technological development and innovation; – promoting social inclusion and combating poverty, including through investing in health and social infrastructure; – promoting measures to fight against discrimination of older people both in accessing the labour market and in the work place (e.g. innovative, accessible and age-friendly forms of work organisation, longer healthier working lives); – fostering investments to modernise national and regional health systems, and giving priority to a shift from institutional care to community-based care, while enhancing independent living. · consider including the Partnership priorities and objectives among their strategic priorities in order to make use of structural funds; · engage in the activities of the Partnership through the procurement of more innovative and efficient solutions.
La Commission encourage les États membres (les autorités nationales et régionales concernées) à: · s’efforcer de mieux aligner leurs instruments de financement sur les initiatives de financement de l’UE et, partant, d’obtenir une meilleure synergie; cela vaut entre autres pour leurs programmes de recherche et d’innovation, en particulier lorsqu’ils sont liés à des initiatives de programmation commune et à l’AAD; · recourir au besoin aux Fonds structurels, en respectant les priorités du partenariat, notamment pour: – renforcer l’utilisation, la qualité et l’interopérabilité des TIC, notamment en matière de santé en ligne, et consolider la recherche, le développement technologique et l’innovation; – promouvoir l’inclusion sociale et combattre la pauvreté, y compris en investissant dans les infrastructures sanitaires et sociales; – promouvoir la lutte contre les discriminations à l’encontre des personnes âgées tant dans l’accès au marché de l’emploi que sur les lieux de travail (modèles innovants et accessibles d’organisation du travail adaptés aux personnes âgées, vie professionnelle plus longue et plus saine, etc.); – stimuler les investissements visant à moderniser les systèmes nationaux et régionaux de santé, et donner la priorité, non plus aux soins en établissement, mais aux soins de proximité, tout en favorisant l’autonomie des personnes; · envisager d’englober les priorités et les objectifs du partenariat dans leurs priorités stratégiques afin de pouvoir recourir aux Fonds structurels; · s’engager dans les activités du partenariat par la voie de marchés publics portant sur des solutions innovantes performantes.

Considering South-East Europe, in particular the Western Balkans, the Regional Funding Conference held in Brussels on March 29 and 30, 2000, adopted a "Quick Start Package" which was prepared by the European Investment Bank (EIB) and which focused mainly on infrastructure, including several projects in the energy sector.
En ce qui concerne l'Europe du Sud-Est, et en particulier l'Ouest des Balkans, la Conférence régionale pour le financement organisée à Bruxelles les 29 et 30 mars 2000 a adopté un "paquet Quick start" (train de mesures à démarrage rapide) préparé par la Banque européenne d'investissement (BEI) et portant essentiellement sur les infrastructures. Ce paquet comprend plusieurs projets dans le secteur de l'énergie.

16. Takes the view that the Structural Funds offer scope for supporting special investments in energy infrastructure; considers, however, that such investments must be confined to regions in which, for political and geographical reasons, the market has much more difficulty in providing solutions to energy supply problems; calls, further, for support from the Structural Funds always to be made contingent on the adoption, as a matter of principle, of a commercial approach and on compliance with the principle of shared responsibility for funding;
16. envisage que les Fonds structurels puissent soutenir les investissements spécifiques dans les infrastructures énergétiques; estime toutefois que ces investissements doivent se limiter aux régions où les possibilités d’approvisionnement en énergie par le biais de l’économie sociale de marché sont considérablement limitées pour des raisons politiques et géographiques; demande par ailleurs que le soutien au titre des Fonds structurels soit toujours soumis à la condition qu’une approche commerciale soit adoptée et que le principe de responsabilité partagée soit respecté;

45. Considers that, for the purposes of international trade and the transport of hydrocarbons in the region, it is essential to develop the EU's Black Sea and maritime Danube ports, including oil and gas terminals and intermodal transport infrastructure; considers it necessary to modernise infrastructure in the Black Sea region and establish connections with European transport corridors; calls on the Commission and Member States to expedite the completion of priority trans-European transport projects along axes 7, 18, 21 and 22, as provided for in Annex II to Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive assimilation with the TRACECA corridor, the central axis, the south-east axis and the international maritime transport routes, as defined in the communication from the Commission to the Council and the European Parliament on ‘Extension of the major trans-European transport axes to the neighbouring countries – Guidelines for transport in Europe and the neighbouring regions’ (COM(2007)0032) and of Pan-European Transport Corridors 8 and 9;
45. estime que, aux fins du commerce international et du transport des hydrocarbures dans la région, il est essentiel de développer les ports de l'Union européenne situés sur les rives de la mer Noire, y compris les terminaux pétroliers et gaziers et les dispositifs de transport intermodal; estime qu'il est nécessaire de moderniser les infrastructures de la région de la mer Noire et d'assurer les liaisons avec les couloirs de transport européens; engage la Commission et les États membres à accélérer la réalisation des projets prioritaires de transport transeuropéen sur les axes 7, 18, 21 et 22, visés à l'annexe II de la décision n° 884/2004/CE du Parlement européen et du Conseil du 29 avril 2004 modifiant la décision n° 1692/96/CE sur les orientations communautaires pour le développement du réseau transeuropéen de transport, et leur intégration progressive au couloir TRACECA, à l'axe central, à l'axe du sud-est et aux autoroutes de la mer, tels que définis dans la communication de la Commission au Conseil et au Parlement européen intitulée «Extension des grands axes transeuropéens de transport aux pays voisins - Lignes directrices concernant les transports en Europe et dans les pays voisins» (COM(2007)0032) ainsi que des couloirs européens de transport n° 8 et 9;

21. Emphasises that cooperation between municipalities and regions on a national and European level contributes to eliminating energy islands, to the completion of the internal energy market and to the implementation of energy infrastructure projects; takes the view that the European territorial-cooperation objective of cohesion policy, as well as macro-regional strategies, can increase cooperation opportunities for cross-border projects with a view to achieving efficient and intelligent interconnections between non-conventional local and regional energy sources and large energy grids; underlines the fact that appropriate coordination of infrastructure projects can guarantee the best possible cost-benefit ratio and maximise the efficiency of the EU funds; considers, in this context, that regional cooperation should be improved, in particular with a view to ensuring a proper connection between the priorities established and the European regions;
21. attire l'attention sur le fait que la coopération entre régions et municipalités au niveau national et européen contribue à supprimer les îlots énergétiques, à achever le marché intérieur de l'énergie et à mettre en œuvre des projets d'infrastructures énergétiques; est d'avis que l'objectif «coopération territoriale européenne» de la politique de cohésion, ainsi que les stratégies macrorégionales, peuvent renforcer les possibilités de coopération pour des projets transfrontaliers, en vue de réaliser des connections efficaces et intelligentes entre les sources d'énergie non conventionnelles locales et régionales et les grands réseaux d'énergie; souligne que la coordination appropriée des projets d'infrastructure peut garantir le meilleur rapport coût/bénéfices et l'efficacité maximale des fonds européens; considère dans ce contexte qu'il est souhaitable d'améliorer la coopération régionale, en vue, notamment, d'assurer une cohérence entre les priorités fixées et les régions européennes;

Where needs for large-scale capacity building or infrastructure are identified, the use of “general” funds aimed at cohesion, regional development, or research and technological development, might have to be considered.
Aussi faudra-t-il peut-être envisager de recourir à des fonds «à visée généraliste» (cohésion, développement régional ou recherche et développement technologique) en cas de besoins de développement de capacités ou d’infrastructures à grande échelle.

18. Considers that the Tacis programme should facilitate significant investment in the same way as the Phare programme, as the significance of infrastructure projects is more marked in weakly developed regions; in order for resources to be used rationally and effectively in cross-border cooperation between the EU and third countries, it is necessary, inter alia, that the CBC sections of the Interreg II, Tacis and Phare programmes should be coordinated so as to ensure genuine project-centred cooperation and cooperation between citizens; Tacis-CBC should provide for multiannual projects to facilitate the consolidation of Interreg; considers it regrettable that Tacis programmes, in particular, are administered centrally in capitals; considers that adequate resources should be allocated to regional Tacis offices to enable the programmes which are carried out to take better account of aspects which are important to the regions; considers it important that the Commission should also have at its disposal adequate staff resources for the new duties relating to cross-border cooperation;
18. considère que le programme TACIS devrait, à la manière du programme PHARE, permettre des investissements conséquents, dans la mesure où l'importance des projets d'infrastructure est insuffisamment mise en avant dans les régions en développement; une utilisation judicieuse et efficace des ressources en matière de coopération transfrontalière entre l'UE et les pays tiers requiert, entre autres, une harmonisation des volets des programmes Interreg II, TACIS et PHARE relatifs à la coopération transfrontalière pour assurer une véritable coopération orientée vers les projets et une coopération entre les citoyens; la coopération transfrontalière dans le cadre de TACIS devrait permettre la réalisation de projets pluriannuels afin de faciliter la consolidation d'Interreg; estime qu'il est regrettable que les programmes dans le cadre de TACIS notamment soient administrés de façon centralisée au niveau des capitales; estime que des ressources suffisantes devraient être allouées aux bureaux régionaux de TACIS afin que soient mieux pris en considération dans la mise en oeuvre des programmes les aspects ayant une importance particulière pour les régions; considère qu'il est important que la Commission dispose elle aussi de ressources de personnel suffisantes en vue des nouvelles tâches de coopération transfrontalière;
