The new programing period envisages, in addition to traditional financial instruments set up at national/regional or transnational or cross-border level, the possibility to contribute resources to financial instrument set up at Union level.

Underlines that cohesion policy legislation provides for the extended use of financial instruments – in order to double their contribution to about EUR 25-30 billion in 2014-2020 – by extending their thematic scope and offering more flexibility to Member States and regions; highlights the role of financial instruments in mobilising additional public or private co-investments in order to address market failures in line with the Europe 2020 strategy and with cohesion policy priorities; supports, in particular, the risk-sharing ‘SME initiative’, and calls on the Commission to make all efforts to make financial instruments easily usable and tempting for Member States and regions, thus ensuring that the doubling of contributions to financial instruments is achieved on its own merits and that stakeholder ownership of this target is well established; emphasises the need to ensure transparency, accountability and scrutiny for financial instruments that involve EU money;

24. Stresses the importance of ensuring coherence between policy planning, formulation and implementation through an appropriate mix of external financial instruments in the area of foreign affairs; calls, among other things, for continued complementary between the CFSP and the Instrument for Stability in the areas of mediation, conflict prevention, crisis management and post-conflict peace-building, as well as for further work towards complementarity with the geographical instruments for long-term engagement with a country or region; welcomes the introduction of a new Partnership Instrument, as requested by Parliament, which brings important added value to the EU‘s CFSP by providing a financial framework for cooperation of the EU with third countries on objectives which arise from the Union’s bilateral, regional or multilateral relationships but are outside of the scope of the Development Cooperation Instrument;

18. Believes that the seven outermost regions should be treated at least as well as the Community regions which derive most benefit from the Structural Funds, and this should be reflected in co-financing rates, amount of aid, eligibility, etc.; that this is justified not only by the amount of financial support needed by the regions in question but also by the importance of their having access to the widest range of instruments available; that access to all Community initiatives should be kept open; that it makes no sense for the outermost regions to be excluded from the best-funded section of INTERREG III and for procedures to be imposed on them which do not take into account their remoteness and which are designed for the mainland parts of the EU; that the outermost regions require a specific approach within INTERREG III and coordination with the financial instruments applicable to third countries should be facilitated; that access by the outermost regions to horizontal Community programmes should also be promoted;
18. considère que les fonds structurels doivent réserver aux sept RUP un traitement au moins équivalent à celui qu'ils accordent aux régions communautaires plus favorisées, traitement qui doit se refléter dans les taux de cofinancement, le niveau des aides, l'éligibilité, etc; que cette nécessité se justifie non seulement par l'ampleur du soutien financier que requièrent ces régions, mais aussi par l'importance que revêt pour elles la possibilité d'accéder à toute la gamme des instruments disponibles; que l'accès à toutes les initiatives communautaires doit être préservé; qu'il n'est pas logique que les RUP ne puissent bénéficier de la clause de dotation financière accrue d'Interreg III et que l'on exige d'elles des procédures ne tenant aucun compte de leur situation ultrapériphérique et conçues à l'intention de territoires continentaux; que les RUP doivent disposer d'une méthode spécifique dans le contexte d'Interreg III et qu'il convient de promouvoir la coordination avec les instruments financiers applicables aux pays tiers ainsi que l'accès des régions concernées aux programmes horizontaux communautaires;
