Since the objective of this Regulation, namely to reinforce economic, social and territorial cohesion by redressing the main regional imbalances in the Union, cannot be sufficiently achieved by the Member States but can rather, by reason of the extent of the disparities between the levels of development of the various regions and the backwardness of the least favoured regions and the limit on the financial resources of the Member States and regions, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
Étant donné que l'objectif du présent règlement, à savoir le renforcement de la cohésion économique, sociale et territoriale en corrigeant les principaux déséquilibres entre les régions de l'Union, ne peut pas être atteint de manière suffisante par les États membres mais peut, en raison de l'ampleur des disparités entre les niveaux de développement des diverses régions, du retard des régions les moins favorisées et des ressources financières limitées des États membres et des régions, l'être mieux au niveau de l'Union, celle-ci peut prendre des mesures, conformément au principe de subsidiarité consacré à l'article 5 du traité sur l'Union européenne.

Apart from interventions on external borders supported by external policy instruments of the Union covering border regions inside and outside the Union, it should be possible for cooperation programmes supported by the ERDF to cover regions both inside and, in certain cases, outside the Union, where the regions outside the Union are not covered by external policy instruments either because they are not defined as a beneficiary country or because such external cooperation programmes cannot be set up.
Indépendamment des interventions aux frontières extérieures bénéficiant d'un soutien des instruments de politique extérieure de l'Union qui couvrent les régions frontalières situées, tant dans l'Union qu'en dehors de celle-ci, les programmes de coopération bénéficiant d'un soutien du FEDER devraient pouvoir couvrir des régions se trouvant à la fois à l'intérieur et, dans certains cas, à l'extérieur de l'Union, lorsque les régions se trouvant à l'extérieur de l'Union ne sont pas couvertes par des instruments de politique extérieure, soit parce qu'elles ne sont pas définies comme étant un pays bénéficiaire, soit parce que de tels programmes de coopération extérieure ne peuvent pas être mis sur pied.

1. For cross-border cooperation, the regions to be supported shall be the NUTS level 3 regions of the Union along all internal and external land borders other than those covered by programmes under the external financial instruments of the Union, and all NUTS level 3 regions of the Union along maritime borders separated by a maximum of 150 km, without prejudice to potential adjustments needed to ensure the coherence and continuity of cooperation programme areas established for the 2007-2013 programming period.
1. The question is therefore how to define regions whose development is lagging behind and lay down the limits of and rules for Community support". The report reviews the four possible options for determining the eligibility of regions whose development is lagging behind: 1) application of the present threshold of 75 % irrespective of the number of countries joining the Union. This option would eliminate a large number of regions in EU 15; 2) the same approach, but all regions above this threshold currently eligible under Objective 1 would receive temporary transitional support; 3) setting a threshold of per capita GDP higher than 75 % of the average, at a level which would eliminate the automatic effect of excluding those regions in the EU 15 simply because of the reduction in the average per capita GDP in an enlarged Union; 4) setting two eligibility thresholds, one for the regions in EU 15 and one for the applicant countries, and leading de facto to the creation of two categories of lagging region.
La question est désormais de savoir comment définir les régions en retard de développement et de fixer les limites et les modalités du soutien communautaire.Le rapport rappelle les quatre options possibles pour l'éligibilité future des régions en retard de développement: 1) l'application du seuil actuel de 75 % quel que soit le nombre de pays qui adhéreront, option qui éliminerait un grand nombre de régions des Quinze; 2) la même approche mais toutes les régions actuellement éligibles à l'Objectif 1 qui seraient au-dessus de ce seuil bénéficieraient d'un soutien transitoire modulable; 3) la fixation d'un seuil d'éligibilité supérieur à 75 % de manière à effacer l'effet mécanique d'éviction des régions des Quinze dû à la diminution du PIB moyen par habitant dans une Union élargie; 4) la fixation de deux seuils d'éligibilité, un pour les régions des Quinze et un pour les pays candidats aboutissant de facto à la création de deux catégories de régions en retard de développement.

Against this background, the report adopted by the European Parliament on relations between the Overseas Countries and Territories, the ACP States and the ultraperipheral regions of the European Union advocates that "in trade matters, local arrangements be made for the reciprocal opening up of ACP/OCT/ultraperipheral region markets, so as to boost and strengthen regional integration and thus facilitate, in due course, the gradual transition of the region as a whole towards the establishment of free trade with the entire Union".

Whereas the first years of implementation of Commission Regulation (EC) No 1628/94 (3), establishing the PHARE cross-border programme in conjunction with Interreg, have already produced a number of positive results, notably through establishing a dialogue and cooperation between European Union border regions and adjacent regions in countries in central and eastern Europe, contributing to economic development in the border regions of these countries and to greater convergence with the level of development on the European Union side, and offering the opportunity to these regions to familiarise themselves with Interreg practices and procedures, including the design of regional development strategies for border regions;
considérant que les premières années de mise en oeuvre du règlement (CE) n° 1628/94 de la Commission (3), qui a institué le programme transfrontalier dans le cadre de PHARE et en coordination avec Interreg, ont déjà donné certains résultats positifs, notamment en débouchant sur un dialogue et une coopération entre les régions frontalières de l'Union européenne et celles des pays d'Europe centrale et orientale, en contribuant au développement économique de ces dernières et au rapprochement de leur niveau de développement de celui enregistré dans l'Union européenne et en leur donnant l'occasion de se familiariser avec les pratiques et les procédures d'Interreg, y compris l'élaboration de stratégies de développement régional pour les régions frontalières;
