B. whereas the Israeli-Palestinian conflict is to be viewed in the larger context of the Arab–Israeli conflict; whereas the EU considers that peace in the Middle East requires a comprehensive regional solution; whereas the violent crisis in Syria, the rise of Da’esh, increasing radicalism and the spread of terrorism in the Middle East are creating significant security threats for Israel and the entire region and further aggravating the suffering of Palestinians, but are also creating shared interests between the Arab states and Israel, while the nuclear deal with Iran, in which the EU played a significant role, offers a unique momentum for the peace process, which should not be missed;

A. whereas the conflicts in Syria, Iraq, Yemen and Libya and the increase in tensions in the Middle East and North Africa (MENA) region are major sources of destabilisation of that region; whereas there is a junction between the Sahel and Middle-Eastern fronts in the fight against terrorism, and these fronts are close to the sensitive area of the Horn of Africa; whereas the consequences of such a situation for the security of the whole region are disastrous as they lastingly damage political and economic development, critical infrastructures and demographic cohesion in the region; whereas the risks which these developments entail for European security, citizens and interests are serious; whereas there is a high number of civilian victims and acts of terror committed against civilians; whereas the violations of human rights and humanitarian law, particularly against ethnic and religious minorities are severe; whereas the serious humanitarian crisis caused by these conflicts is causing massive population displacements and creating enormous difficulties for refugees and their host communities; whereas there are persistent difficulties in discerning a coherent conflict resolution strategy and establishing a legitimate and reliable basis for inclusive dialogue with the various parties concerned;

Ten years later, although the fundamental principles and values underlying the Barcelona Process remain truly valid, a certain number of regional and international parameters have changed, be it the 2004 enlargement of the EU and its new neighbourhood in the East, the candidate-member status of Turkey, the fallback into violence in the Middle East, the Iraq crisis, or the wide-ranging outbreak of terrorism and its impact on societies. The Barcelona Declaration remains still valid in its essence, but its implementation definitely needs to be adjusted and enhanced in order to enable the EMP to face present challenges and to adapt to a modified regional and international environment.

(FR) Madam President, ladies and gentlemen, with regard to efforts made by the European Union, I would like to stress that the Belgian Presidency set itself three objectives with a view to helping resolve the crisis in the Middle East. The first is to promote a policy of impartiality, which is absolutely necessary if the European Union wishes to gain Israel’s trust. The second is to enhance the role of the European Union in the region, in particular by making optimum use of the trust which the High Representative for Common Foreign and Security Policy, Javier Solana, has earned since taking part in the Sharm el-Sheikh Summit and in the drafting of the Mitchell Commission report. The third is enhanced consultation between the European Union and the United States, given the key role that the Americans will be playing in resolving the Middle East issue.
Madame la Présidente, Mesdames et Messieurs, en ce qui concerne les efforts de l'Union européenne, je voudrais souligner que, dans le cadre de sa présidence, la Belgique s'était fixé trois objectifs en vue de contribuer à la solution de la crise au Proche-Orient, à savoir la promotion d'une politique d'équidistance absolument nécessaire si l'Union européenne ne veut pas se disqualifier aux yeux des Israéliens ; un rôle accru de l'Union européenne dans la région, notamment par l'utilisation optimale du crédit que le haut représentant de l'Union européenne pour la politique extérieure, Javier Solana s'est acquis depuis sa participation au Sommet de Charm el Cheihk et dans le cadre de l'élaboration du rapport de la commission Mitchell ; enfin, une concertation accrue de l'Union européenne avec les États-Unis, compte tenu du rôle central que les Américains sont appelés à jouer dans tout règlement de la question proche-orientale.

The Council welcomed Javier Solana’s status report, submitted on 19 March, concerning further EU measures in respect of south-east Serbia and urged him to continue his work on an EU strategy for this region in cooperation with the presidency and the Commission in order to support the process in the region and contribute to international efforts in reaching a peaceful solution.
Le Conseil s'est félicité du rapport sur la situation établi par M. Solana et présenté le 19 mars, en vue de mesures supplémentaires de l'UE concernant le sud-est de la Serbie, et il a demandé à M. Solana de poursuivre le travail entrepris sur l'élaboration d'une stratégie européenne dans cette zone, en collaboration avec la présidence et la Commission, afin de soutenir le processus qui se déroule dans la région et de contribuer aux efforts internationaux en faveur d'une solution pacifique.
