Points out that closer coordination of local actors could help strengthen rural economies, especially in the most vulnerable regions, including the mountain regions, and in the most distant among them, such as the outermost regions; emphasises that territories could benefit from a better organisation with a view to identifying the full potential their resources (including latent resources) offer, in the interests of all the actors linked by a relationship of interdependence and solidarity (i.e. those involved in the agriculture sector, handicrafts and craftsmanship, tourism, heritage, and including producer’s organisations, associations and chambers of commerce, etc); notes that the purpose of this strategic coordination is to tap resources by incorporating and going beyond a sectoral or single- industry approach and instead call for the employment of territorial approaches which generate new revenue at territorial level through the marketing of sets of complementary goods and services which reflect the specific characteristics of each territory; stipulates in this regard that this territorial governance shall back firmly the creation, development and improvement of work to promote farm and food products covered by existing quality schemes based on defence of intellectual property, and at the same time as promoting high quality services (which do not benefit from official European recognition), with enhanced mutual promotion of farm produce and services, and all parties demonstrating solidarity so that all goods and services from their own local area are promoted;

Following the authorisation for participation of national, regional, sub-regional and local authorities and organisations, as well as, where appropriate, other public bodies or institutions, including public service providers, from an OCT in an EGTC, based on Council Decision 2013/755/EU (6) and taking into account that, in the case of the 2014-2020 programming period, a special additional financial allocation under the multiannual financial framework is to reinforce the cooperation of the outermost regions of the Union with neighbouring third countries and some of the OCTs listed in Annex II to the TFEU and neighbouring those outermost regions, EGTCs, as a legal instrument, should also be opened up to members from OCTs.

Is concerned about the state of relations with Serbia and underlines that good-neighbourly relations are an essential criterion for the aspirations of Serbia as well as of Kosovo and all the other countries in the region to join the EU; while understanding the emotional implications of the aftermath of the 1999 war and understanding that the official recognition of Kosovo is not a feasible political option at the moment for the Belgrade leadership, nevertheless calls on Serbia to be pragmatic on the status issue; to this end, welcomes the signing of the police protocol with EULEX and calls for increased cooperation with the mission; moreover, calls on Serbia to refrain from blocking Kosovo's membership of international organisations and in particular its recent application to join the World Health Organisation; underlines that the conflict also affects regional trade and cooperation under the Central European Free Trade Agreement (CEFTA), harming the economies of the countries in the region; calls on all sides to show a pragmatic approach to allow Kosovo's regional integration; underlines in this regard that the expected advisory opinion of the International Court of Justice on the accordance with international law of the unilateral declaration of independence by the Provisional Institutions of Self-Government of Kosovo should not hinder all parties involved from clearly committing themselves to effective cross-border, regional and local cooperation in the best interests of the whole population in and around Kosovo;
5. s'inquiète de l'état des relations avec la Serbie et souligne que des relations de bon voisinage sont un critère essentiel pour les aspirations d'adhésion à l'Union de la Serbie ainsi que du Kosovo et de tous les autres pays de la région; demande à la Serbie de faire preuve de pragmatisme sur la question du statut, tout en comprenant les implications émotionnelles qu'ont entraînées le conflit de 1999 et le fait que la reconnaissance officielle du Kosovo ne soit pas une option politique réaliste à l'heure actuelle pour les dirigeants de Belgrade; se félicite, à cette fin, de la signature du protocole de coopération policière avec EULEX et se prononce en faveur d'une coopération accrue avec la mission; invite par ailleurs la Serbie à s'abstenir de bloquer l'adhésion du Kosovo à des organisations internationales et en particulier sa récente candidature à l'Organisation mondiale de la santé; souligne que le conflit affecte également les échanges régionaux et la coopération prévus par l'accord de libre-échange centre-européen (ALECE), ce qui porte préjudice à l'économie des pays de la région; invite toutes les parties à faire preuve d'une approche pragmatique pour permettre l'intégration régionale du Kosovo; souligne à cet égard que l'attente de l'avis consultatif de la Cour internationale de justice sur la «conformité au droit international de la déclaration unilatérale d'indépendance des institutions provisoires d'administration autonome du Kosovo» ne doit pas empêcher toutes les parties concernées de s'engager résolument dans une réelle coopération transfrontalière, régionale et locale, dans l'intérêt de toute la population à l'intérieur et autour du Kosovo;

transmit to the Executive Secretary of the relevant Regional Fisheries Management Organisation, with copy to the Commission, information from a Member State in response to a sighting report on one of its vessels from a contracting party to that Regional Fisheries Management Organisation in accordance with Article 48(5) of Regulation (EC) No 1005/2008.

5. A Member State which receives a sighting report reporting the activities of a fishing vessel flying its flag from the competent authority of a contracting party of a regional fisheries management organisation shall notify the report and all relevant information as soon as possible to the Commission or to the body designated by it, which shall thereupon forward this information to the Executive Secretary of the regional fisheries management organisation concerned for further action in accordance with the measures adopted by this organisation, as appropriate.

Representatives of the fisheries sector and other interest groups from third countries, including representatives from Regional Fisheries Organisations, that have a fishing interest in the area or fisheries covered by a Regional Advisory Council may be invited to participate in that Regional Advisory Council as active observers when issues which affect them are discussed.

Calls on the Commission, whilst increasing its duties and responsibilities within the regional fisheries organisations, and taking into account the large number of organisations which implement arrangements for migratory species, the fact that most of the new regional organisations whose creation is called for have as their main if not sole purpose the regulation of fishing for this type of species, and in view of the responsibility deriving from the European Union's ratification of the New York Agreement on straddling stocks and highly migratory fish species, to create a new unit for major migratory species as part of the establishment plan for the Directorate-General for Fisheries;
