As the barriers to successful business transfers are largely to be found at local, regional and national levels, it can clearly be worthwhile comparing approaches across Europe with a view to exchanging best practices and to take actions, notably in terms of awareness raising for business transfers, special financial facilities designed to finance transfers, legal transformation (notably the possibility to create public limited companies facilitating the selling of a firm) and transparent markets for business transfers.[52]

In particular the Commission will: implement the new Energy Efficiency Plan, and move towards an Eco-innovation Action Plan that pays special attention to SMEs in promoting networking, low carbon technologies and resource efficient innovation; further develop the specific action on environmental and energy experts within the Enterprise Europe Network, whereby specific knowledge transfer on the state of the art methodologies and best practices will be transferred from regions that have advanced experience to those lagging behind; the Enterprise Europe Network will support SMEs in marketing products and services resulting from best practices, in particular low carbon technologies; SME Panels and the SME feedback database of the Enterprise Europe Network will be used to help to improve the quality of environmental legislation, including its implementation.

These new measures are designed to deal with the factors which have impaired the effectiveness of the quota scheme. 1. Transfer between quantities coming under direct sales and total guaranteed quantities for deliveries The total guaranteed quantities for deliveries increased by nearly 1 million tonnes following the transfers from total quantities intended for direct sales.
