As regards inter-ethnic relations, the Ohrid Framework Agreement, which brought an end to the 2001 conflict, provides the framework for guaranteeing the multi-ethnic character of the society.

Welcomes the generally good situation as regards inter-ethnic relations, including the management of sensitive issues like ethnicity and language in the population census; notes with satisfaction that the legislative framework concerning anti-discrimination policies and the protection of minorities is largely in place, including the Adviser to the Prime Minister on Human Rights and Protection from Discrimination; stresses that further efforts are still needed for its implementation; calls on the Montenegrin authorities to take additional measures to ensure better representation of minorities in public institutions at national and local level, given that persons belonging to minorities remain under-represented in public institutions; calls on the authorities to combat discrimination against the Roma, Ashkali and Egyptian communities and improve their living conditions, access to social security, health, education, housing and employment services; furthermore urges the government and local authorities to sign up to the European Framework for National Roma Inclusion Strategies by launching and submitting a 10-year national inclusion strategy after the expiry of the current 2008-2012 strategy to improve the status of the Roma, Ashkali and Egyptian population;

As regards the inter-ethnic situation, greater trust between the communities needs to be built.

Noting that continuous efforts are needed, the Council urges the reform momentum to be sustained, with continued focus on the rule of law, including as regards freedom of expression, the fight against corruption and on inter-ethnic relations and reconciliation.

31. Points out that education is a primary vehicle for genuine inter-ethnic reconciliation; considers that, in the context of EU assistance, increased attention should be paid to promoting an inclusive, non-discriminatory education system, based on tolerance and respect for diversity and on efforts to reach an understanding of the common history, and eliminating the segregation of different ethnic groups (two schools under one roof) by developing common education programmes and integrated classes in both entities; welcomes, in this regard, the establishment of a BiH-wide school students council;
31. souligne que l'éducation est le principal vecteur d'une véritable réconciliation interethnique; estime que, dans le cadre de l'aide de l'Union européenne, une attention toute particulière devrait être accordée à la promotion d'un système éducatif non discriminatoire et inclusif, fondé sur la tolérance et le respect de la diversité, ainsi que sur des efforts visant une compréhension de l'histoire commune, ainsi qu'à l'élimination de la ségrégation entre groupes ethniques différents (deux écoles sous le même toit) en développant des programmes éducatifs communs et en créant des classes intégrées dans les deux entités; se félicite, à cet égard, de la mise en place d'un conseil national des écoliers et des étudiants;

Calls on the Commission, the European Council and the Member States to pay particular attention to the rights of minorities, and insists that non-negotiable human rights and non-discrimination clauses be inserted into development programmes, inter alia with regard to discrimination on grounds of gender, racial or ethnic origin, religion or belief, disability, age or sexual orientation and that affecting people living with HIV/AIDS;

It is hoped that this process will contribute to improving the social climate in particular as regards inter-ethnic and inter-religious tensions.
