As regards associated countries or third countries to which the ERIC Regulation is not directly applicable, they need to submit a binding declaration recognising the legal personality and the privileges of an ERIC for possibly hosting (in the case of associated countries) or becoming a member of a specific ERIC.

With regard to other possible forms of cooperation, we must follow a logical order of priorities, starting, as proposed, with member countries of the said area, that is to say, Paraguay, Uruguay, Brazil and Argentina, and then moving on to their associated countries – Chile, Bolivia, etc – with which, as we all know, the European Union is discussing an interregional association.

The new model of association should enable the Mediterranean third countries to respond to the Union's concerns over security and the promotion of political democratization (terrorism, illegal emigration, drug trafficking, respect for human rights, energy supplies), provided the Union accepts shared responsibility as regards those countries' preoccupations in the field of economic and social development.

(10) Whereas the Socrates programme pursuant to (Article 7 (3)) and the Leonardo programme pursuant to (Article 9 (1)) are open to participation by the associated countries of Central and Eastern Europe (CCEE), in accordance with the conditions laid down in the Additional Protocols of the Association Agreements regarding access to Community programmes to be concluded with these countries;
