The risk assessment concluded that there is no need for risk reduction measures beyond those which are being applied already with regard to risk to consumers, human health (physico-chemical properties), risks to the atmosphere and risks to micro-organisms in the sewage treatment plant, and that there is a need for further information and or testing with respect to risks to workers, to humans exposed via the environment and to the aquatic and terrestrial ecosystem, in order to adequately characterise the concerns regarding the persistent, bio-accumulative and toxic properties of the substance.[8] Commission Regulation 565/2006 required further studies to be carried out for the purpose of risk evaluation, including on developmental neurotoxicity, human bio-monitoring and environmental monitoring programmes.[9] The risks caused by the use of Deca-BDE in EEE are aggravated by recent findings[10] about uncontrolled dumping of waste in the EU and in particular about illegal trade of WEEE to countries with sub-standard waste management conditions. User industry can apply for temporary exemptions from the ban following the criteria of Article 5(1)(b) of the present proposal.

Notes that social security, health and safety in the workplace, the right to form trade unions, industrial relations and social dialogue represent major challenges for China's future; calls on China to ratify key International Labour Organization Conventions, particularly Convention 87 concerning Freedom of Association and Protection of the Right to Organise and 98 on Collective Bargaining and to comply with the framework provisions of the International Labour Organization regarding effective measures to combat all forms of modern slavery, child labour and exploitation, particularly of female workers, so as to ensure respect for the fundamental rights of workers and discourage social dumping; invites the Commission to intensify and to report back regularly on the structured dialogue with its Chinese counterparts in these fields;

Encourage work to be organized in a way which allows the jobs of older workers to be adapted and makes the best possible use of their experience. It is necessary in particular to: (a) continue the improvements in taking account of the requirements of workers, including older workers, with regard to health and family life; (b) continue the efforts made by undertakings to ensure that working conditions make allowance for the specific needs of older workers, especially where they have spent their careers in arduous jobs; (c) foster mobility within undertakings, by means also of continuing vocational training, for workers in the latter part of their working lives, whose careers should evolve towards tasks which they find more congenial and suitable and which make better use of their experience; (d) implement appropriate support arrangements for workers for whom vocational training may be the starting point for a new career; (e) promote in accordance with national laws and/or practice the combination of periods of work, vocational training and, if necessary retraining.
