We have a motion from Madame McDonough regarding Haiti’s state of election readiness, Canada’s ongoing involvement in training the Haitian military police, evaluation of Canada’s involvement in Haiti since the removal of President Bertrand Aristide, and assessment of the impact of Canada’s involvement in removing President Aristide on Canada’s relationship with CARICOM, the Caribbean community.
Nous sommes saisis d'une motion présentée par Mme McDonough concernant l'état de préparation aux élections en Haïti, le maintien de la participation du Canada à la formation de la police militaire haïtienne, l'évaluation de l'intervention du Canada en Haïti depuis la destitution du président Bertrand Aristide et l'évaluation de l'incidence qu'a eue l'intervention du Canada en Haïti sur la destitution du président Aristide et sur les rapports entretenus par le Canada avec la Communauté des Caraïbes, CARICOM.

45. Stresses, as regards the situation in Haiti, the importance of coordination of the European support measures; welcomes, in this context, the collective EU contribution, numbering at least 300 police personnel, to provide a temporary reinforcement of the police capability of the UN Stabilisation Mission in Haiti (MINUSTAH) as well as the Council decision to set up a cell in Brussels (EUCO Haiti) to coordinate contributions by Member States of military and security assets to meet needs identified by the UN, thereby complementing the Monitoring and Information Centre (MIC); regrets, however, the lack of coordination on the field in Haiti among Member States and the European Union; calls the High Representative/Vice President to lead European efforts in this area;

My remarks will concern the last document, which analyzes the context of fragility prevailing in Haiti, identifies some of the key Canadian and international cooperation issues and states certain conclusions and principles regarding our overall approach to fragile states.

Haiti With a view to implementation of United Nations Security Council Resolution 917(1994), the Council recorded its agreement to the following acts: - Decision concerning the common position defined on the basis of Article J.2 of the Treaty on European Union regarding the reduction of economic relations with Haiti; - Recommendation concerning a discontinuation of certain financial and economic relations with Haiti; - Regulation introducing a discontinuation of certain financial and economic relations with Haiti; - Decision of the Representatives of the Governments of the Member States of the European Coal and Steel Community, meeting within the Council, introducing a discontinuation of certain financial and economic relations with Haiti; - Regulation prohibiting the satisfying of claims by the Haitian Authorities with regard to contracts and transactions the performance of which was affected by the measures imposed by or pursuant to United Nations Security Council Resolutions 917(1994), 841 (1993), 873(1993) and 875(1993).
Haïti Le Conseil, en vue de l'application de la résolution 917 (1994) du Conseil de sécurité des Nations Unies, a marqué son accord sur les actes suivants : - la décision relative à la position commune définie sur la base de l'article J.2 du Traité sur l'Union européenne concernant la réduction des relations économiques avec Haïti; - la recommandation relative à la suspension de certaines relations économiques et financières avec Haïti; - le règlement portant suspension de certaines relations économiques et financières avec Haïti; - la décision des Représentants des Gouvernements des Etats membres de la Communauté européenne du charbon et de l'acier, réunis au sein du Conseil portant suspension de certaines relations économiques et financières avec Haïti; - le règlement interdisant de faire droit aux demandes des autorités haïtiennes relatives aux contrats et opérations dont l'exécution a été affectée par les mesures imposées par les résolutions 917 (1994), 841 (1993), 873 (1993) et 875 (1993) du Conseil de sécurité des Nations Unies ou décidées conformément à ces dernières.

The European Union regards this appointment as unconstitutional and reaffirms its full support for the efforts of both the United Nations Organisation, in particular through Security Council Resolution 917, and the Organisation of American States to restore democracy to respect human rights in Haiti and bring about the return of the legitimately elected President, Mr Jean-Bertrand Aristide.
L'Union européenne considère que cette désignation est inconstitutionnelle et réitère son plein appui aux efforts accomplis tant par l'Organisation des Nations Unies, en particulier par l'adoption de la résolution 917 du Conseil de sécurité, que par l'Organisation des Etats américains pour favoriser le rétablissement de la démocratie et le respect des droits de l'homme en Haïti, ainsi que le retour du président légalement élu, M.
