5. Where a third-country national applies for renewal of the authorisation to enter into or continue to be in an employment relationship in a Member State, with the exception of a researcher who continues the employment relationship with the same host entity, that Member State may verify whether the post in question could be filled by nationals of that Member State or by other Union citizens, or by third-country nationals who are long-term residents in that Member State, in which case they may refuse to renew the authorisation.
5. A Member State may, among other measures, refuse to renew or decide to withdraw the approval of a research organisation which no longer meets the conditions laid down in paragraphs 2, 3 and 4 or in cases where the approval has been fraudulently acquired or where a research organisation has signed a hosting agreement with a third-country national fraudulently or negligently.

If a five year residence permit has been renewed once, the Member State may not refuse to renew it again on grounds of involuntary unemployment, and therefore may also not expel a person in such circumstances.

Brent St. Denis (Algoma, Lib) propose: Motion no 102 Qu'on modifie le projet de loi C-68, par adjonction, après la ligne 18, page 38, du nouvel article suivant: «70.1 (1) Le contrôleur des armes à feu ne peut révoquer le permis autorisant la possession d'une arme à feu à autorisation restreinte ou d'une arme de poing d'un particulier visé à l'alinéa 12(6)a) ou lui refuser de renouveler ce permis: a) si le particulier n'est plus titulaire du permis ou ne l'a pas renouvelé pour le seul motif qu'il est malade, en voyage ou pour tout autre motif valable; b) si le particulier prête l'arme à autorisation restreinte ou l'arme de poing à Sa Majesté, à un corps de police ou à un autre emprunteur, conformément à la présente loi, pour le temps où il n'est pas admissible au permis (2) Le directeur ne peut révoquer le certificat d'enregistrement d'une arme à feu ou d'une arme de poing dans les circonstances mentionnées au paragraphe (1)».
