However, your Rapporteur is concerned that applying this timescale to refurbishments is problematic - planning and executing large-scale refurbishment projects is lengthy, so a date of 2014 may mean that important large-scale projects in many countries are delayed and disrupted.

Member States shall notify the Commission of the proportion or amount of electricity, heating or cooling from renewable energy sources produced by any joint project in their territory, that became operational after 25 June 2009, or by the increased capacity of an installation that was refurbished after that date, which is to be regarded as counting towards the national overall target of another Member State for the purposes of measuring compliance with the requirements of this Directive.

The group recommends that investment in Intelligent Transport Systems (ITS), representing typically a few percent of the infrastructure cost, should be included from the beginning in the planning of all new TEN-transport projects, as well as considered as an essential element for all infrastructure improvement and refurbishment projects.
