The political dialogue and development aid programming addressed in this communication are two pivotal moments in EU relations with developing countries; they provide an opportunity together to take stock of the situation and the need for reform, to encourage change and to adopt the requisite support measures.
Le dialogue politique et la programmation de l’aide au développement, qui font l’objet de la présente communication, constituent deux moments privilégiés dans les relations de l’UE avec les pays en développement pour évaluer ensemble la situation et les besoins de réforme, encourager le changement et décider des mesures d’appui nécessaires.

Based on an assessment of the specific situation of each country, the Commission shall, in accordance with the procedures laid down in the abovementioned Regulations, agree with the eligible countries concerned whether they should begin to participate in Tempus II and the general scope and nature of their participation, in the context of the national programming of Community assistance for social and economic reform.
