This idea of a change of the SJC structure has been taken over in the new proposal for a judicial reform strategy adopted by the Bulgarian government and the Parliament.[7] The SJC, without fully opposing the change, has raised feasibility concerns, considering it would require a change of the Constitution, and could not be enacted through a legislative amendment of the Judicial System Act.

F. whereas for the first time in decades, acts such as the halt of unpopular and potentially environmentally and socially disruptive power projects as the Myitsone hydropower dam and the coal power station near Dawei show a genuine interest of the government for people’s concerns, and give hope as to the seriousness of its intentions to combat poverty, promote rural development, enact a land reform and introduce a universal health insurance system;

G. whereas the situation became legally complicated when the US, on 3 August 2007, with the enactment of Section 711 of the Implementing Recommendations of the 9/11 Commission Act of 2007 , namely the Secure Travel and Counterterrorism Partnership Act of 2007, reformed its visa waiver regime by adding seven security enhancements so as to require all Member States wishing to be part of the visa waiver programme (VWP) to agree to sign a bilateral Memorandum of Understanding (MoU) and its binding implementing rules,
