The international agreement on coffee, dating from 2001, and the ITA (Information Technology Agreement) adopted in 1996 at the WTO Ministerial Conference in Singapore, both led to the abolition of customs duties on a great number of products and thus a corresponding reduction in nominal GSP coverage, whilst totally opening to them the Community market; and (3) the increasing number of bilateral and regional free trade agreements.

PRODUCTS Four sectors: (i) industrial - comprehensive coverage of all manufactured and semi-manufactured goods, without exception; (ii) textiles - total exemption from duty, - application of ceiling arrangements for preferential imports by individual amounts (for each beneficiary), expressed in ecus (except petroleum oils - in tonnes - and plywood - in cubic metres), above which duty is again applicable (automatically when the amount is reached - GSP quota) or may be applicable (on request - GSP ceiling); (iii) agricultural - a list of products is drawn up and items added to it as necessary, - variable reduction in duty payable, or even exemption - no quantitative ceilings, with the exception of five products, to which overall quotas expressed in tonnes apply (2 sorts of canned pineapple, instant coffee and 2 sorts of tobacco); (iv) ECSC - same as industrial sector.
