Ces opérations destinées à corriger les défaillances structurelles de l’entreprise et à garantir sa viabilité à long terme concernaient la mise en place d’une nouvelle gestion, la planification d’un organigramme adapté au processus de fabrication, la compression et la redistribution des effectifs, la négociation d’une nouvelle convention collective, la réorganisation des activités des usines en vue de leur optimisation, une modernisation importante des installations techniques et des TI, l’investissement dans un département commercial en termes de personnel et de campagnes de marketing, la création de nouveaux canaux de distribution, le rééquilibrage entre fonds propres et capital social, l’adaptation du taux d’endettement et la création d’un minimum de trésorerie.

2. Notes that the low implementation of payment appropriations for the Structural Funds in 2001 can be explained not only by the complexity of the procedure laid down in the new regulatory framework (2000-2006) for programming, managing and booking expenditure, and by the lack of clarity surrounding the sharing of responsibilities between the Commission and the Member States, but also by the fact that the Commission was reluctant to act more promptly when take-up by the Member States was below the predictions; while acknowledging the recent efforts the Commission has made to rectify this situation, calls on the Commission to take further initiatives to simplify procedures for the remainder of the programming period, especially with an eye to enlargement, but requests the Commission to see that the simplification does not lead to fewer controls designed to prevent misuse of funds;
