Their participation on the Committee and the development of a recommended fee strategy must not be viewed as support for the concept of icebreaking fees, but rather as advice to the Canadian Coast Guard that if, after fully considering the implications and impact of introducing a service-specific icebreaking fee, the Coast Guard intends to proceed with the implementation of such a fee, it should be based on the proposed recommendations included in this report.
