I'd like to talk about two of the recommendations, my colleague will talk about two more, and then I'd like to address briefly two other issues that have arisen.

So, yes and yes again: let us reduce pesticide use and let us reduce it quickly. I fully support the proposals made by my colleague Mrs Hennicot on the Breyer report and, in the interests of saving time, I will highlight a further point which I consider vital and which has been discussed in the PPE Group – namely notification of people living near areas that are to be treated with pesticides. I believe that a section of our group is being unreasonable in recommending that no such notification is required, on the pretext that if the substances to be applied have prior approval it means they are not harmful.
Donc oui à la réduction, oui à la réduction et, pour aller vite, eh bien j'apporte tout mon soutien aux propositions qui ont été faites par ma collègue, Mme Hennicot, sur le rapport Breyer et, pour gagner aussi du temps, j'insisterai particulièrement sur un point qui me paraît fondamental, qui fait débat d'ailleurs dans les rangs du PPE: celui de l'information aux riverains. Il me paraît déraisonnable qu'une partie de notre groupe recommande de ne pas fournir la moindre information aux riverains dans l'hypothèse du traitement de certains terrains avec des pesticides au prétexte que, si les substances ont été approuvées antérieurement, c'est qu'elles ne sont pas nocives.

I would suggest we approve the report with the understanding that I will go to the minutes and find in the minutes what my colleague had suggested and ensure that those changes those specific two recommendations my colleague has mentioned are incorporated.
Je suggère que nous approuvions le rapport étant bien entendu que je consulterai les comptes rendus pour faire en sorte que les changements, les deux recommandations précises mentionnées par mon collègue, soient inclus dans le rapport.

My colleagues will certainly be voting against the discharge of the Commission's budget, as we have consistently throughout this Parliament, and this would certainly be my recommendation.
Mes collègues voteront certainement contre la décharge du budget de la Commission, comme nous l’avons toujours fait dans ce Parlement, et c’est certainement ce que je recommanderais.

For the record, though, I should like to indicate the general tenor of the statement of observations and recommendations my colleagues and I on this side have in mind.

The honourable gentlemen is right to recommend that the European Union should in the coming weeks and months monitor very carefully what is happening in Zimbabwe and provide assistance and support wherever it is appropriate for us to do so. We would certainly want to endorse this, and my colleague Commissioner Nielson and I will certainly intensify our efforts to strengthen channels of communication, both formal and informal, with President Mugabe and his government, to facilitate the transition to effective multi-party democracy.
