The purpose of the Fund is to support the efforts of the Member States to receive refugees and displaced persons by co-financing reception conditions and asylum procedures, the integration of persons whose stay in the Member State is of a lasting and stable nature and the voluntary return of persons provided they have not acquired a new nationality and have not left the territory of the Member State.

The last five categories may be financed only under a fund which may be established in each of the regions concerned.
