Even though it is not included in the articles of the protocol, an explanatory note in the text of the Commission proposal indicates that the difference by comparison with the sum that Mauritania would have received if the same financial compensation as in the current protocol had been maintained over the coming five years may, if conditions allow, be offset with a contribution from the European Development Fund (EDF) of EUR 40 million over the three years from 2009.
