Farmers who, by way of inheritance or anticipated inheritance, receive payment entitlements from a farmer participating in the small farmers scheme shall be eligible to participate in that scheme provided that they meet the requirements to benefit from the basic payment scheme and that they inherit all the payment entitlements held by the farmer from whom they receive the payment entitlements.

Believes that the 2003 CAP reform was, in key aspects, a great success as it markedly improved the transparency and efficiency of the CAP and the responsibility and market orientation of farmers, and believes that this process must be continued on the basis of respect for the undertaking given by the Heads of State and Government in December 2002 to maintain the first-pillar agricultural funds in full until 2013; points out that, in return, the administration of the CAP and the many EU Directives and Regulations which have an impact on farmers must undergo further, significant simplification so as to relieve the burden on farmers, although this simplification must not lead to a renationalisation of the CAP or to a larger cut in the aids received by farmers in the EU;

Discrimination against these farmers is actually taking place. This year they received 35% of appropriations in direct payments, as opposed to the 100% received by farmers from the old Member States, and this explains why we voted as we did.

The single payment is calculated on the basis of the aid received by farmers during a reference period (as a general rule 2000, 2001 and 2002, but in certain circumstances 1997, 1998 and 1999 can be regarded as the reference period).
