On behalf of the Socialist group I very much welcome this amendment to our Rules of Procedure, which will enable Parliament to deal much more efficiently and speedily with proposals to simplify European legislation, either through codification of existing legislation, without changes of substance, or else through recasting proposals where changes of substance are combined with the simplification of existing legislation.

Il permettra au Parlement de traiter de manière bien plus efficace et rapide les propositions de simplification du droit communautaire, que ce soit grâce à la codification du droit en vigueur, sans en changer la substance, ou grâce au remaniement des propositions quand les modifications de substance sont associées à la simplification de la législation existante.

The Commissions has proposed a recast of the PIC-regulation in order to 1) clarify certain definitions and align the regulation with recent chemical legislation adopted recently, 2) involve the European Chemical Agency (ECHA) in the implementation of the regulation, 3) change the provisions related to external representation of the Union so that it is only the Commission and not the member states who represents the Union in the Rotterdam Convention, and 4) change the rules of prior informed consent in order to make easier for exporters of chemicals regulated by the PIC-regulation to export in the cases where no response is forthcoming.

In the light of the experience gained since the launching of the schemes in 2000 and with a view of simplification, a single legal framework should be adopted for the promotion of agricultural products both on the internal market and on third country markets, whilst maintaining the specific features of measures that differ according to where they are carried out. With this aim, the proposal is to recast the two Regulations into a single one.
